JOB DESCRIPTION
This position is solely supported by the funding from the Homeowner Assistance Fund Program (HAF). This is an exciting opportunity to be part of a new program to assist struggling homeowners in New Jersey. The U.S. Treasury allocated $325.9 million to New Jersey to implement the Homeowner Assistance Fund (HAF), established as part of the American Rescue Plan (ARP). Through NJHMFA, the HAF program will provide funds to eligible homeowners experiencing financial hardship as a result of COVID-19. NJHMFA is seeking candidates interested in working as part of our HAF team. Under supervision of the HAF Servicing Supervisor, perform duties related to monitoring of the monthly payments from the borrower and to the Mortgage Lender under the HAF program; review insurance settlements; respond to servicer and public inquiry regarding servicing matters; update the Mortgage Servicing system with employment changes; and perform other related duties as required.
JOB RESPONSIBILITIES
1. Review insurance settlements and process joint checks for NJHMFA signature.
2. Review requests for release or subordination of mortgage and make recommendations. Prepare release documents as necessary.
3. Review the monthly reports provided by the Department of Labor and other state agencies and/or vendor reports relative to determining continued eligibility of the participants.
4. Update the Mortgage Servicing system with employment changes and other needed data points as required. Prepare and send notices as required.
5. Contact and/or respond to borrowers regarding payments, changes of income, repayments, discharge of liens and general servicing related communications.
6. Generate program correspondence and reports as required by HAF, U.S. Treasury, the State of New Jersey or NJHMFA.
7. Maintain expense and payment ledgers and tracking logs as needed.
8. Prepare internal and external correspondence to answer inquiries on servicing policies and procedures.
9. Prepare subordination agreements.
10. Maintain contact with lenders servicers, title companies, other third parties and borrowers to resolve problems related to file closing or funding.
11. Monitor the monthly payments to the Mortgage Lender/Servicer under the HAF Program
12. Notify borrowers of pending assistance termination due to failure to comply with program guidelines.
13. Ensure reconciliation of all NJHMFA, Vendor, State and U.S. Treasury reports.
14. Coordinate with Finance Division to ensure funding of loans in a timely and accurate manner.
MINIMUM REQUIREMENTS
Education / Experience:
Servicing Officer I (Range 8)
Two (2) year college degree; three (3) years of related experience or an equivalent combination of both education and experience that meets the required knowledge, skills and abilities.
Servicing Officer II (Range 9)
Two (2) year college degree; five (5) years of related experience; or an equivalent combination of education and experience that meets the required knowledge, skills and abilities
Skills:
- Knowledge of general office procedures.
- Knowledge of HAF Guides and industry standards.
- Knowledge of mortgage guidelines and time frames for execution of canceled documents.
- Knowledge of foreclosure and bankruptcy litigation procedures.
- Ability to communicate effectively orally, in writing and to listen actively.
- Ability to establish and maintain effective working relationships with staff and the general public.
- Ability to organize and accomplish multiple assignments simultaneously.
- Ability to analyze financial/statistical information and draw conclusions.
- Ability to maintain positive work atmosphere in an appropriate manner of behavior which ensures cooperation and effective communication with customers, clients, peers and management.

Working Conditions: General office environment
Certificates & Licenses Required: A valid driver's license in the state in which the person resides is required only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position
