An Overview
The employee in this class performs administrative and technical work in the Leadership & Management Support Services Division of the Department of Planning and Zoning (P&Z). This position reports to the Administrative Service Manager (ASM), P&Z. Its primary purpose is to complete and process personnel actions for the department such as resignations, annual evaluations, internal promotions, and reclassifications. The incumbent will also assist hiring managers in advertising and recruiting for vacant positions, completing bi-weekly payroll and personnel budgeting reports for the department, developing vacancy reports, conducting the onboarding and training of new staff, coordinating on other facets of human resources functions, assisting with administrative policies and with employee relations and engagement and professional development.

Minimum & Additional Requirements
Two-Year College Degree; three years of experience in organizations with professional and paraprofessional staff and workplace issues that involve multiple disciplines with policy, procedures and legal requirements; completion of college-level courses in human resources administration public and business administration or a related field and familiarity with large systems processing transactions, records and documents that meet compliance standards and area subject to audits; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
Preferred Qualifications
Minimum skill requirements and four year college degree; at least three years of human resources management experience; some knowledge and understanding of municipal personnel management systems; skills in making oral presentations to groups; skills in using various software packages, including Proficient in Microsoft Office Suite and Adobe Suite Programs, and word processing; ability to maintain statistical and general cumulative records and to prepare reports; ability to accurately perform a variety of mathematical computations; ability to maintain effective working relationships with other employees and the general public; and the ability to communicate clearly and effectively, both verbally and in writing.

- A solid background and the ability to developing and executing various functions in strategic, operational and tactical personnel administration: Examples include recruitment, retention, onboarding, and a strong working knowledge of benefits, compensation, evaluation processes, employee relations and engagement.

- Demonstrated ability to work well with, and provide high levels of customer service to, the public, staff, and senior management.
- Working knowledge of information technology hardware and software programs. With proficiency in Microsoft Office Suite and Adobe Suite programs.
- Ability to work well with teams of diverse backgrounds and professions.
- Demonstrated ability to develop and maintain complete bi-weekly payroll and produce bi-weekly payroll projections in Excel.
- Demonstrated ability to forecast personnel budgets for upcoming year.
- Ability to establish, enhance and maintain a variety of technical records.
The Opportunity
- Coordinates and monitors the automated payroll process in Kronos.
- Assist supervisors and staff in resolving payroll and time-keeping issues.
- Manage FMLA requests and leave donations.
- Prepares administrative and statistical reports using Excel, and Munis regarding positions and budget codes.
- Serves as HR Liaison and Training Coordinator for the department.
- Review and enter all City vacancy requisitions and job opportunities for completeness in Neogov.
- Operates automated applicant system (Neogov) for City hires.
- Conduct department onboarding for new hires.
- Interfaces with City employment Human Resources staff. as needed.
- Schedule interviews, organize and send detailed hiring packages to job applicants.
- Reviews completed hire packages for completeness and approvals before submitting to City staff for final hire approval.
- Serves as consultant, advisor, and or problem solver to management team and supervisory staff on matters relating to position classification, recruitment, selection, employment, starting pay & administration.
- Creates weekly evaluation and vacancy reports including timelines.
- Assists supervisors, as needed, with annual performance evaluations and work plans; ensuring that evaluations are submitted accurately and timely.
- Processes Personnel Action Forms; reviews for completeness and accuracy prior to processing all changes into Munis.
- Assist with implementation of department policies and procedures.
- Maintain active personnel records.
- Other related responsibilities as required
