Job Summary

The Health Services Contract Manager is responsible for monitoring the financial and operational performance of correctional healthcare contracts. This includes coordinating the efforts of County personnel, contractors, or consultants to ensure ongoing operational objectives within jail medical are met. The Health Services Contract Manager is responsible for supporting the coordination, implementation, and evaluation of quality improvement efforts within the Jail Medical Services collaborate with multidisciplinary teams to identify areas for improvement, collect and analyze data, and facilitate evidence-based practices to ensure the delivery of high-quality public health services. This role is crucial in ensuring that programs and services are efficient, effective, and meet or exceed established state and national accreditation standards and meet the needs of incarcerated persons. This position requires a combination of contract processing, contract monitoring, analytical skills, healthcare quality improvement expertise, and a commitment to improving public health outcomes.

Major Duties

• Required Tasks
  • Quality Improvement Planning:
  • • Support the development and implementation of a comprehensive quality improvement plan in collaboration with department leadership, division directors, program managers, and team members.
  • • Define measurable objectives, goals, and targets for quality improvement initiatives.
  • Data Collection and Analysis:
  • • Collect and analyze data related to public health program performance, patient outcomes, and service delivery.
  • • Identify areas for improvement based on data-driven insights.
  • Quality Assurance and Compliance:
  • • Ensure that public health programs and services comply with relevant laws, regulations, and accreditation standards.
  • • Develop and maintain quality assurance protocols and procedures.
  • Performance Monitoring:
  • • Monitor the performance of public health programs by regularly reviewing key performance indicators (KPIs) and conducting audits as needed.
  • • Identify trends and opportunities for improvement.
  • Process Improvement:
  • • Support process improvement initiatives to streamline operations and increase efficiency.
  • • Collaborate with teams to implement evidence-based practices and best-in-class approaches.
  • • Knowledge on how to create, implement and apply quality improvement methodologies such as Lean, Six Sigma and Kaizen etc.
  • Training and Education:
  • • Provide training and educational resources to staff members on quality improvement methodologies and tools.
  • • Promote a culture of continuous learning and quality awareness.
  • Stakeholder Engagement:
  • • Collaborate with community partners, stakeholders, and relevant agencies to enhance public health outcomes.
  • • Seek feedback from clients and the public to improve services.
  • Reporting and Documentation:
  • • Prepare and present reports on quality improvement progress to senior management and regulatory bodies.
  • • Maintain accurate and up-to-date documentation of quality improvement efforts.

Job Qualifications

• Educational Requirements
  • Master's degree in public health, healthcare administration, public policy, criminal justice, or a related field.
• Experience Requirements
  • At least three (3) years of experience in public health, quality management, jail medical services, or healthcare quality improvement.
  • Knowledge of public health principles, criminal justice principles, quality standards, regulations, and state and national accreditation standards.
  • Strong knowledge of regulations, and best practices relevant to the industry.
  • Proficiency in data analysis, statistical tools, and quality improvement methodologies (e.g., Six Sigma, Lean).
  • Problem-solving and critical-thinking abilities.
  • Excellent communication and interpersonal abilities.
