Human Resources Department
Starting at $22.00 - 30.00/hour
Salary negotiable (within range) - based on qualifications
Position reports to the Human Resources Department; however, will be primarily
stationed at the Troy Community Center.
The Human Resources Department develops, implements and maintains programs, and processes that add value to the City of Troy and to our workplace, leading to improved employee welfare, empowerment, growth and retention, thereby solidifying the City of Troy's position as an employer of choice. Human Resources recruits and hires employees; administers benefits, safety and wellness programs and diversity, equity and inclusion initiatives; oversees performance management, compensation plans, labor negotiations and personnel-related compliance activities.
DUTIES
- Maintain all personnel files.
- Schedule and coordinate interviews.
- Recruit by drafting job descriptions, advertising, posting, screening, interviewing, hiring, and onboarding employees.
- Process applicants and new hires including but not limited to background checks, physicals, and onboarding paperwork.
- Explain rules, regulations, and procedures to applicants and employees.
- Provide and collect required confidential documents.
- Process employee terminations and exit interviews.
- Human Resources systems technology support and data entry.
- Maintain, create, and log badges in employee identification system.
- Greet staff and public and direct appropriately.
- Assist event planning and coordination.
- Compile and run reports for department/Director.
- Serve on various employee or other committees, if needed.
- May assist with benefit administration and data entry for HRIS and financial management software, health insurance, life insurance, COBRA notifications and payments, voluntary benefits, status changes, and 1095 reporting and creation.
- Perform other duties as assigned.
REQUIREMENTS
- Bachelor Degree in Human Resources or a related field from an accredited college or university.
- One (1) year or more of work experience in a professional office setting.
- May consider applicants with an equivalent combination of training and experience.
- Proficient in Microsoft Office, specifically Outlook, Word and Excel.
- Excellent communication skills.
- Must possess a valid Michigan driver license with a good driving record (based on City of Troy standards). Out of state applicants must provide current driving record at time of application and obtain State of Michigan license within one (1) month of appointment.
- As a condition of employment, the successful candidate must pass a pre-employment physical and drug screen (including marijuana).
PREFERENCES
- Recent human resources experience for a municipality, other public employer or non-profit entity.
- Recent experience with human resources information systems, specifically New World Systems logos.net, applicant tracking software, performance programs, and UKG Ready.
- Experience using third-party benefit enrollment systems such as Blue Cross Blue Shield eMVP.
- Experience working in a union environment, specifically following bargaining agreement(s) provisions.
HOURS:
- Part-time, year-round.
- Average of 22-28 hours per week; Monday - Friday.
