Vacancies will be filled in the following specialty areas:Human Capital Office of Human Resource Operations Talent Acquisition, Program Execution Office
The following are the duties of this position at the full working level.
Serves as a lead or principal team member in planning, organizing, and directing team efforts in conducting major evaluations of IRS staffing and placement operations and other comparable studies.Researches, identifies, and develops criteria and procedures to conduct program evaluations and to measure program accomplishment.Provides expert advice and authoritative information to top management and program directors throughout the Service on a wide variety of highly complex, controversial, and sensitive staffing and placement problems and issues.Finalizes plans, instructions, guides, and other substantive material for use by management officials and operating human resources offices in administering staffing and placement programs.Develops project plans, gathers data, and prepares position papers on the potential or actual impact of these trends and developments.Develops and implements program metrics, monitors return on investment, and regularly solicits feedback from hiring operations and hiring officials to continually improve program components.Evaluates current programs and initiatives to assess if they meet program goals andoobjectives
Identifies program needs and requirements and conducts reviews, special studies, projects, or surveys to resolve complex and difficult problems and issues
Develops project objectives and actionplans
Analyzes effectiveness of strategies and presents recommendations and conclusions.Serves as a principal source of advice and subject matter expert for the assigned special emphasis program(s)
Provides authoritative interpretation and instructions on regulations, policies, and procedures involving area of expertise.Requirements Conditions of EmploymentMust be a U.S

QualificationsYou must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-14: To be minimally qualified for this position at the GS-14 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression
To be qualifying, your experience must demonstrate a comprehensive knowledge of the concepts, principles, practices, laws, and regulations of human resources management (HRM) and ability to apply such knowledge in an authoritative role which includes, providing advice, developing policy and/or formal guidance, and developing hiring solutions/interventions on complex service-wide staffing and placement programs and issues.

Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program
Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status
