Summary You will serve as a senior Human Resources Specialist in the Executive and Political Resources Center (EPRC), Departmental Office of Human Resources Management, U.S. Department of Transportation (DOT). The Center is responsible for the management and administration of the Department's Senior Executive Service and Political Resources Programs. Responsibilities The Human Resources Specialist: Manages the EPRC Retirement Program, which requires assisting in the planning, evaluation, and oversight of all personnel retirement services in consultation with the Departmental Office of Human Resources. Provides individual employee counseling on retirement options, eligibility requirements, responding to complex benefits questions, explaining options to employees regarding military benefits and prior Government service. Provides definitive answers involving complex benefits questions to employees and/or their survivors on the CSRS, CSRS Offset, and FERS retirement systems. Conducts pre-retirement orientation seminars for executives and senior leaders throughout the Department. Acts as liaison with the eCOMP program manager to ensure proper functioning of the electronic workers’ compensation reporting system for department executives. Collaborates with other members of the Departmental Office of Human Resources to ensure the seamless implementation of policy in day-to-day operations. The ideal candidate for this position is a subject matter expert in the area of Benefits and Retirements. The candidate also has knowledge and experience in Federal Human Resources as it applies to the Career Senior Executive Service (SES) and Non-Career Appointees. The ideal candidate will also have strong communication skills, customer service skills and enjoys working in a fast-paced environment. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience interpreting guidelines, regulations, and directives concerning benefits, retirement and entitlement cases; conducting research, gathering facts, and utilizing analytical and evaluative methods to access information and make sound recommendations and decisions; and informing employees about their entitlements. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience performing operations work in the area of employee benefits, applying the principles, concepts, laws, and systems to participate in and lead efforts in resolving broad programmatic issues that significantly impact upon the Department’s retirement program administration and involve broad aspects of additional employee benefits programs.
