Responsibilities SUMMARY: The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Initial, Undergraduate, and Advanced Flying Training Instructional Program Development and Management. DUTIES: Plans, organizes, and directs the activities of Force Development, ensuring that Initial and Advance Flying Training Instructional programs comply with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities to the limited number of military, civilian and contract staff in the 19 AF Strategy, Plans and Programs Division. Represents 19 AF Strategy, Plans and Programs Division with HAF, MAJCOMs, HQ AETC, joint, industry, academia, international and interagency partners. Conducts and/or leads studies and/or initiatives to improve Flying Training programs and/or influence policy changes for assigned functional areas that typically involve long-range, highly complex, and often sensitive topics. Supports and advises organizations and senior level governance structures and working groups to include, but not limited to, AF/A1, Air University (AU), Functional Managers (FM), the Force Development Panels/Developmental Education Boards, Force Development Council, and the Air Force Learning Committee. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1750, Instructional Systems Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas below: Note: you MUST submit a copy of your transcript(s). Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. ADD In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of policies, concepts, and procedures affecting the Air Force's function in order to effectively administer assigned personnel/ manpower/services Air Force wide program(s). Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of competency programs and programs supporting recruiting, education, training, experiential learning, technology, and other force development initiatives and programs. Advanced knowledge of professional instructional systems design principles, techniques, practices, and procedures as they pertain to sustainment, modification, logistics, and training system production management principles, concepts, and policies; and of standard acquisition regulations, practices, and procedures to develop proposals and advise the technical services school's commanding officer and staff. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Broad knowledge of both academic and military cultures and specifically the Air Force, AETC, MAJCOMs, joint, industry, civilian academia, international and interagency partners missions to assure Flying Training programs prepare individuals to operate at appropriate level to support missions and implement national defense strategies. 2. Expert level knowledge on academic/educational concepts and procedural knowledge of Flying Training, sound education standards and best practices learning programs that govern, interface with, and/or influence training, instructional systems management, and other Flying Training programs such as follow on FTUs. 3. Knowledge of safety, security, personnel management, EEO regulations, practices, and procedures. 4. Skill in evaluating and authoring AF Force Development policy and engineering processes and procedures to support program administration and ensure compliance with higher headquarters directives and a demonstrated skill in teaching and scholarly research and a broad knowledge of educational institutional effectiveness, accreditation, educational research/inquiry, and academic program outcomes processes and procedures. 5. Professional knowledge of the Instructional System Development (ISD) techniques to analyze, design, develop, Implement, and evaluate AF training programs and processes and the ability to apply learning theory to specify objectives, design training strategies, and evaluate training effectiveness and efficiency. 6. Ability to effectively communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
