Summary The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives. Responsibilities The National Counterterrorism Center (NCTC) leads our nation's effort to combat terrorism at home and abroad by analyzing the threat, sharing that information with our partners, and integrating all instruments of national power to ensure unity of effort. The Center serves as the primary organization in the United States Government (USG) for analyzing and integrating all intelligence possessed or acquired by the USG pertaining to terrorism and counterterrorism, and its Director serves as the Counterterrorism Mission Manager. NCTC also serves as the central and shared knowledge bank on known and suspected terrorists and international terrorist groups, as well as their goals, strategies, capabilities, and networks of contacts and support. In addition, NCTC conducts strategic operational planning for counterterrorism activities, coordinating and integrating the efforts of departments and agencies across the Federal Government. This position is within the Directorate of Identity Intelligence. The selected candidate will be responsible for supporting Identity Intelligence efforts focused on known or suspected terrorist biometric and biographic information. Selected candidates will work with data from across the Intelligence Community, Federal Bureau of Investigation, and other sources. Selected candidates will be responsible for ensuring that policies and procedures are applied consistently and accurately to the Terrorist Identities Datamart Environment (TIDE) database, and ensuring the integrity of the data used to populate TIDE with international terrorist identities information. Perform, under supervisor direction, terrorist identities analysis and resolution and implement Watchlisting processes on US Government Watchlisting nominations for entry into or removal from Terrorist Identities Datamart Environment (TIDE) and US Government watchlisting databases. Coordinate, under supervisor direction, with IC organizations, and implement policies, and procedures, and requirements with regard to terrorist identities intelligence research and analysis. Champion the mission, charter, roles, and responsibilities of the ODNI, IC, and USG agencies, and identify methods for how these organizations can effectively integrate their terrorist identities analysis capabilities. Identify and correct conflicting and inaccurate data within terrorist identity records, by using a variety of traditional and non-traditional intelligence sources, for modification or removal in Terrorist Identities Datamart Environment. Perform, under supervisor direction, in-depth all-source research and analysis for specifically defined targets; conduct targeted analysis of known and unknown terrorist personalities, groups, and networks in order to reveal identity attributes for future analytical and watchlisting purposes. Present findings as appropriate via written products, graphic presentations, or oral briefings. Develop an understanding of and utilize a variety of methodological tools and approaches to gain a comprehensive understanding of known or suspected terrorists (KSTs), incorporate policies, strategies, tactics, techniques, procedures and mechanisms to reveal the true identity of individuals, personas, or groups by analyzing and exploiting data related to sets of specific identity attributes to build the most comprehensive terrorist identity record available to the USG. Gather data from terrorist identity records using a variety of traditional and non-traditional intelligence sources that meet customer and self-derived needs. Build and leverage diverse collaborative networks within ODNI and across the IC. Develop and continually expand personal knowledge in subject matter area. Other duties, as assigned. Requirements Conditions of Employment Qualifications Mandatory Requirements: Basic knowledge of the Watchlisting business process. Ability to research and logically analyze, synthesize, and judge information, as well as the ability to review and incorporate multiple sources of information in performing assignments. Basic ability to remain open-minded and change opinions on the basis of new information and requirements; basic ability to support group decisions, accept and incorporate feedback, and solicit opinions from coworkers. Basic ability to communicate clearly, both orally and in writing. Interpersonal, organizational, and problem-solving skills, including an ability to work effectively within an interagency environment on complex issues requiring negotiation and consensus-building. Basic ability to work under pressure with strict deadlines while maintaining a high level of attention to detail. Demonstrated ability to direct taskings, assess and manage performance, collaborate on goal setting, and support personal and professional development of all levels of personnel. EDUCATION/EXPERIENCE: 2-3 years' experience in a related field or Bachelor's degree in a related field. Desired Requirements: Prior experience working within the TIDE database. Basic interpersonal, organizational, and problem-solving skills, including the ability to work effectively both independently and in a team or collaborative environment; demonstrated success working across organizational lines. Basic familiarity with traditional and nontraditional information resources, particularly current or projected collection systems and data sources for analysis; basic knowledge of selected analytic tools (link analysis, data integration, geographic information systems). Basic creative problem-solving skills and initiative in carrying out mission responsibilities. Education Bachelor's degree. Salary Determination: The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance. Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step. Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management. On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.
