Summary:
The Unconventional is seeking a qualified Industrial Security Specialist to support SOCPAC with industrial security, personnel, information, and physical security disciplines in accordance with DoD 5200.01 Volumes 1 through 4; Industrial security IAW DoD 5220.22-M and DoDM 5220.22, Vol 2; and Controlled Unclassified Information IAW DoDI 5200.48. This position also requires general understanding and knowledge of SCI personnel, information, industrial and physical security IAW ICDs.
Specific duties may include, but are not limited to:
- Manages and administers the overall industrial security program and assist with the SCI program encompassing Personnel, Information and Physical security disciplines.
- Work with and assist the Special Security Office to ensure industrial, personnel, physical and information security efforts are integrated and processes are de-conflicted in the areas of but not limited to the: 1. Development and implementation of a formal process to receive, process, and file the reporting of foreign contacts from Command personnel, 2. Development, review, and implementation of SOPs for SSO and Collateral Security as they relate to the Command’s industrial security program, and 3. Review of issued DD Forms 254 to ensure contractors supporting the command are authorized access at the appropriate clearance level.
- Develop, conduct, and document security orientation briefings.
- Ensure documentation is processed IAW COCOM, TSOC and DoD Guidance and Regulations.
- Maintain personnel security records in the DISS/Joint Clearance and Access Verification System (JCAVS) and manage SOCPAC personnel In and Out processing.
- Produce and analyze DISS and JCAV results and provide recommendations/courses of action to senior leadership as required.
- Key and/or essential member of the SOCPAC Insider Threat Working Group/HUB.
- Issue, manage, and control security access badges within SOCPAC for Permanent party and visitors.
- Conduct preliminary inquiries to determine if a security incident is a violation or an infraction, and provide recommendations (i.e., To mitigate/remediate incident, and/or conduct formal investigation) to USG representative.
- Report, track, and close personnel security incidents with the DoD CAF to include SOR issued by the DoD CAF.
- Assists in the development of and maintains applicable security directives, regulations, SOPs, and manuals necessary to execute collateral security duties.
- Under the Commands industrial security program, review issued DD Forms 254 against the contract award PWS/SOW to ensure: 1. De-confliction of documents, 2. Contractors supporting the command are authorized access to SCI, and other National Security Information and 3. Courses of Action recommendations are made to improve the program.
- Review SOCPAC DD Form 254s to ensure contractors supporting the command are authorized appropriate security access.
- Develop, conduct, document, and manage a personnel security continuing SETA program.
- Work with Special Security Office, Facility Security Office, and Subject Matter Experts to determine or make recommendations regarding personnel and classified information situations and/or issues.
- Conduct security site surveys of SOCPAC-owned/managed secured facilities throughout the PACOM AOR and provide recommendations to improve, enhance and certify/re-certify secured facilities.
Job Requirements:
Required Qualifications:
- A bachelor’s degree in any field of study; or fifteen (15) years of military/federal experience.
- Three (3) years of experience in managing a robust collateral security (Personnel, Physical, and Information) program within a Federal Government Agency environment IAW DoD 5200.01 Volumes 1 through 4; Industrial security IAW DoD 5220.22-M and DoDM 5220.22, Vol 2; and Controlled Unclassified Information IAW DoDI 5200.48.
- One (1) year of general experience implementing and maintaining the SCI security program.
- Two (2) to three (3) years of experience in managing and/or administering the Industrial Security Program.
- Completed and received training certificates from the Center for Development of Security Excellence in the following areas:
- Physical Security
- Information Security
- Personnel Security
- DISS Training
- NBISS Training
- Industrial Security (In- residence Government Security Training or Security Fundamentals Professional Certification satisfies this requirement.)
- Advanced Knowledge of the use of MS office software specific to database recording
- Possess competencies and knowledge using MS Office database software (MS Access, Excel).
- SCI Administration course certification preferred.
Clearance: Requires a Top-Secret clearance and eligible for SCI access.
Location: Camp Smith, HI
Travel: CONUS and OCONUS travel may be required.
