Job Description:
KeyLogic is seeking an experienced Business Operations Specialist who can lead and provide technical services supporting the G-6 in the areas of planning, programming, and analytical services to ensure that critical Army C4IT/CA needs are resourced and integrated across Army programs. The Specialist shall provide quantitative and qualitative analytical services to the G-6 in support of its mission and assist in the development of the Army G-6 C4IT/CA plans. The Specialist must provide expertise in the areas of Army Staff operations, Program Objective Memorandum cycle, Army Data Warehouse database, DoD Financial Management policies and procedures, the Congressional Budget Process, DoD Program Review, and all related policies, laws, and governance.
Required Qualifications:
• Minimum 2-3 years’ experience managing complex IT projects / operations / systems /applications of a nature similar in size and scope as referenced under this TO.
• Ability to provide support for PPBE events to include assistance in formulating and writing resource management guidance for C4IT/CA, HQDA and OSD data calls.
• Experience in reviewing and drafting recommendations when presented with Government strategies
• Ability to coordinate both resource and administrative MDEP change information per PPBE processes to update the cPROBE/Data Warehouse database as approved by the G-6.
• Expert in creating Microsoft EXCEL pivot tables, functions and formulas to analyze data.
• Experience in review, coordination, processes and validating requirements.
• Experience in working independently and with limited government supervision.
• Expert in creating presentations that are grammatically correct in spelling and sentence structure.
• Ability to support for the development of key Information Technology resource presentations for G-6 and HQDA senior leaders.
• Provide support to research, analyze data and information and report on Army C4IT/Cyber requirements, and programming.
• Provide support to research, analyze data and information, and produce the Army’s C4IT/CA budget submission (IT/CA Exhibits).
• Provide data visualization expertise, which includes a practical working knowledge of Power BI and Tableau.
Desired Qualifications:
• 2-3 plus years’ experience in leading multiple complex tasks and high impact assignments and acquired knowledge, skills, and abilities to determine innovative solutions to complex requirements.
• Coordinate, analyze and track Army IT Overseas Contingency Operation (OCO) and unfunded requirements (UFR) in support of the PPBE process.
• Ability to conduct quantitative and qualitative analysis to support the integration of Army IT and Cyber requirements within related Management Decision Packages (MDEPs) in support of the PPBE process.
• Provide support for resource requests from the Office of the President, the Congress, OSD, SECARMY, and the CSA.
• Provide support by translating law, policy or guidance, as applicable, from Congress, OMB, DoD and Army into actionable guidance as it relates to the Department of Defense Planning, PPBE.
• Possess exceptional customer service skills.
• Possess strong time-management and prioritization skills.
• Possess strong written and oral communication skills in the English language, and at a minimum, Ability to read, write, speak and understand English.
• Possess the ability to communicate applicable technical subject matter expertise to management and others.
• Ability to perform all aspects of assigned roles, conduct problem solving, conduct coordination, and provide updates with minimal coaching or training from the government.
