Job Overview
As a Learning & Development Specialist II, you will serve as an internal consultant for the Pipeline Construction Division, focusing on staff development and knowledge transfer initiatives. This role involves conducting needs assessments, designing, and delivering training programs, and supporting the growth of team competencies to improve performance. The specialist is responsible for developing training materials, including manuals for positions like Systems Construction Inspector, Technical Contracts Supervisor, Administrative Contract Manager, Project Manager, and Construction Management Section Manager.
Key Responsibilities
- Perform developmental needs assessments and translate results into effective training programs.
- Design and implement learning programs, including e-learning, testing, and evaluation procedures.
- Conduct development sessions for both knowledge and skill-building, ensuring alignment with the division’s goals.
- Support legacy knowledge transfer and help the division staff in improving competencies.
- Work with subject matter experts to define learning needs and deliver effective programs.
- Facilitate orientation sessions for new team members in Utility Services.
- Participate in special projects and lead sub-teams for various action items.
Additional Responsibilities:
- Maintain up-to-date knowledge on learning technologies and best practices.
- Drive a vehicle to conduct WSSC Water business.
Skills and Qualifications
- Demonstrated knowledge in learning best practices, organization development, and instructional design.
- Proficiency in developing training programs, including e-learning modules and manuals.
- Ability to conduct large group presentations and translate assessments into actionable programs.
- 3+ years of experience in learning, training, and development.
- Experience in managing vendors and evaluating their performance.
- Strong communication skills and the ability to work in a team-based environment.
- Valid driver’s license.
Preferred:
- Certified Professional in Learning and Performance (CPLP) or equivalent.
- Master’s degree in education, Instructional Design, or Organizational Development.
- Experience with recognized learning models and use of learning management systems (LMS).
