ESSENTIAL FUNCTIONS / KNOWLEDGE, SKILLS & ABILITIES:
The following duties are typical for this classification. Incumbents may perform all or some of the key responsibilities listed below and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. - Performs routine and special assignments to assist in the maintenance, replacement and repair of City parks, trees, landscaping, irrigation systems and recreational facilities;
- Cleans, preps, and paints buildings and equipment for City facilities;
- Performs concrete work to assist with the excavation and construction and/or repair of curbs, gutters, sidewalks and other concrete structures;
- Excavates, installs and/or repairs water, sewer, storm drains and other underground utilities;
- Performs routine inspection and maintenance of sewer lift stations;
- Cleans streets and maintains street drainage facilities;
- Attaches fittings and replaces valves, installs water, sewer, and drainage pipelines by trenching, laying and connecting pipe;
- Maintains water and sewer drainage by cleaning pipelines, installing new pipe sections and repairing leaks;
- Performs work related to the construction and maintenance of City streets;
- Performs carpentry and construction work , preparing simple forms and fabricating barricades, builds and repairs chain link and wooden fences, and installs and repairs guardrails;
- Maintains street safety by clearing vegetation, pruning trees, cutting brush from roadsides to provide a clear view of streets and signs;
- Transports equipment, supplies, and various materials to and from the job site;
- Operates a variety of vehicles, equipment, and hand and power tools related to area of assignment;
- Installs traffic and directional signage, paints traffic lines, legends and markings on streets, sidewalks, and parking lots;
- Performs maintenance, replacement and repair of street lighting;
- Performs other street, utilities, and maintenance work as required.
- Provides traffic control, signage, cones and barricades as appropriate to the job site;
- Performs light to heavy manual labor;
- Picks up ,removes and disposes of trash, litter and debris;
- Performs a variety of plumbing, carpentry, painting and electrical work activities associated with the maintenance and repair of city facilities;
- Performs general building maintenance duties, including janitorial duties;
- Performs set up and take down of facilities in support of facility rental programs;
- Cleans facilities as required, including restrooms, kitchens and floors;
- Accurately reads and records consumer water meter readings;
- Turns consumer water service on or off;
- Tests, cleans and repairs/replaces damaged water meters, boxes and related service lines, devices, and valves;
- Detects cross-connections;
- Detects water leaks and when appropriate assists consumers in locating such leaks;
- May assist in general office work as needed;
- Utilizes proper safety procedures related to all work performed;
- May participate in the on-call assignment rotation;
- Responds courteously to the public;
- Assists other departments in emergency or non-routine situations.
Cross training:
This classification will have the ability to cross train in different disciplines within the Public Works department. Cross training allows employees within this classification to be able to assist in emergency situations when there is short staffing and also allows a path for succession within the Public Works department; creating an environment where employees are knowledgeable and well-versed and also have the ability to promote within the department.
Knowledge of:
- Methods, materials, tools and equipment used in the construction, repair, and maintenance of streets, sidewalks, curbs and gutters, storm drainage, water, and sewer pipelines, in accordance withspecifications;
- Methods, materials, tools and equipment used in park and landscape maintenance;
- Methods, materials, tools and equipment used in the building construction trades;
- Safe work practices and policies
- Plumbing, including water, wastewater and drainage systems;
- Public facilities construction techniques and methods;
- The building trades related to facility maintenance and repair;
- Traffic control rules and regulations.
- Mechanics of meter operation and water service components;
- Basic math and record keeping;
- Proper method for locating underground utilities.
Skills and Abilities:
- Speak, read and write in the English language at a level required for successful job performance;
- Follow work safety procedures and practices;
- Read, understand, interpret and apply written instructions, manuals, labels, codes and safety regulations;
- Understand and follow oral and written instructions;
- Use appropriate tools and equipment for the job;
- Establish and maintain cooperative working relationships with those contacted in the course of work;
- Safely and skillfully operate hand tools, power tools, and mechanical equipment required to complete work assignments;
- Drive light and medium duty trucks and operate construction equipment;
- Use sandblasting and painting equipment;
- Perform heavy manual labor;
- Work after hours, weekends, and/or holidays and perform on-call duties, as necessary;
- Make accurate calculations and measurements as required for the job;
- Operate modern communication devices, including cell phone, radio, and personal computer;
- Work efficiently both as a member of a crew and independently;
- Accurately complete routine work activity records and timesheets.
SUPERVISION: Senior Building/Parks Maintenance Worker, Senior Public Works Maintenance Worker, the Public Works Maintenance Manager or the Public Works Director.
QUALIFICATIONS:
Suffient education, training and /or work experience to demonstrate possession of required knowledge, skills and abilities, which would typically be acquired through:
Education and Experience:
- High school diploma or equivalent.
- Any combination of education, experience and/or training which demonstrates the required knowledge and ability to successfully perform the job duties.
Certificates and Licenses:
- Must possess an appropriate Motor Vehicle Operator’s License issued by the State Department of Motor Vehicles and be able to comply with current City insurance requirements.
Physical, Mental, Environmental, and Communication Demands:
Essential duties require the following physical, mental, environmental, and communication demands.
Physical: Frequent walking, stooping, standing, bending, climbing or balancing, kneeling, heavy lifting, carrying, aching, handling and digging. Sufficient dexterity to grasp and use hand tools and mechanical tools and equipment; and operate motorized vehicles and equipment.
Mental: Ability to apply good judgment and practical knowledge to resolve routine problems in the area of work assigned and maintain a good attitude.
Environmental: Work may be performed outdoors during inclement weather conditions; travel between work sites is necessary; work is regularly performed near moving mechanical equipment; may be exposed to dust, noise, fumes and airborne particles.
Vision: Must have sufficient vision or other powers of observation, with or without reasonable accommodation, to review written instructions and directions.
Hearing: Sufficient clarity of hearing or other communication, with or without reasonable accommodation, to maintain two-way communications in person, on the telephone or by radio.
Speech: Must have sufficient clarity of speech or other communication capabilities, with or without reasonable accommodation to communicate verbally in a clear and concise manner with the public, supervisors and co-workers.
Writing: Writing skills must be sufficient to keep simple records and timesheets.
Reading: Reading ability must be sufficient to read and comprehend written instructions and directions.
Other: Safety regulations prohibit personnel from wearing contact lenses when working with certain chemicals or from wearing beard or other facial hair that prevents proper respirator fit as required depending on work assignment. Must pass annual respirator physical and fit testing depending on work assignment.
