The Department of Waste Resources has multiple opportunities for Maintenance and Construction Worker (MCW) positions based at Headquarters, Badlands Landfill located in Moreno Valley. The MCWs will support department operations by performing a variety of field maintenance and construction work activities for the Refuse Control sections. The incumbents will be tasked with grounds maintenance at Headquarters or within the landfill site, graffiti removal, facilities maintenance, landfill site maintenance and cleaning up illegally dumped trash on county roads as a part of the IMPACT program. Additionally, the MCWs will be utilizing equipment such as skip loaders, skid steers and other light/medium duty equipment and trucks to provide operational support.
Competitive candidates will have worked in a construction or warehouse environment performing construction or semi-skilled maintenance work. The most competitive candidates will possess experience working in a comparable landfill or recycling facility and will have experience that required heavy manual labor (lifting heavy items daily). The department also desires candidates with experience in field work as a member of a work crew using various hand and power tools.
The selected candidates for the Maintenance and Construction Worker positions will work a 4/10 schedule which will include every other Saturday, and will drive to other landfill worksites as needed.

The Department of Waste Resources serves the County's solid waste disposal needs by providing for efficient and effective landfilling of County non-hazardous waste, protecting the environment, and promoting recycling in order to ensure a safe and healthy community for current and future generations.
EXAMPLES OF ESSENTIAL DUTIES
• Construct and maintain roads, fencing, flood control channel walls and levees, and culverts.
• Perform construction, maintenance and recycling work at refuse disposal sites; spray and cut weeds; patch holes in black top roads; clear roads, channels, and other facilities of storm debris and damage.
• Install signs; chop and clear brush; mix and pour concrete; erect traffic and street signs.
• Use a variety of hand and power tools; operate dump trucks to load, haul and deliver a variety of debris and materials; operate water spray trucks, loaders, mowers and other light motorized equipment.
• Perform grounds maintenance work, install drainage structures and pick up litter at department landfill sites and work at community cleanups.
• Use compressed air tools in performance of duties in graffiti removal and landfill site maintenance.
• Operate light, medium, and heavy duty on highway truck equipment as needed for specific job requirements.
MINIMUM QUALIFICATIONS
Experience: One year of performing construction work or field maintenance work (e.g., roads, flood control facilities, refuse sites, recycling facilities, public works projects or closely related work) which required operation of light trucks and related construction equipment.
Knowledge of: The operation and maintenance of trucks and light motorized equipment; equipment and traffic safety procedures; the tools and materials commonly used in field maintenance, recycling, or construction work.
Ability to: Safely operate trucks and light motorized equipment; perform a variety of semi-skilled maintenance or construction tasks; operate power saws, chippers, and a variety of hand tools; follow oral and written instructions.
License: Possession of a valid Class C California Driver's License is required at time of employment. .
Physical Requirements: The MCW works outdoors and is exposed to the inclement weather, landfill odors, insects and animals. This position requires independent body mobility to stand and climb into different pieces of heavy equipment. Additionally, the incumbent will be required to perform lifting, carrying, pushing or pulling hand/power tools, tarps and general materials/supplies up to 50 pounds in weight without assistance and will require that the incumbent walk on uneven ground or wet surfaces.
Other Requirements: Commercial California Class A or B Driver License may be required for some positions.

DOT Designated Position
This position has been designated by the Department of Transportation (DOT) as safety-sensitive, applicants are required to complete a DOT mandated alcohol and drug-screening. (A positive test or refusal to test during the past two years will disqualify an applicant from consideration for County employment). Reference checks from former DOT regulated employers are also required.
Employees in safety-sensitive positions are subject to DOT alcohol/drug testing in the following situations: random, reasonable suspicion/cause, return-to-duty, and post-accident.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
