Summary This position is in the Administrative Section of Surgical Service, CTVHCS, in Temple, TX. The Management Analyst is responsible for assisting with and directing the workload of surgical subspecialty clinic subordinate staff, including Medical Support Assistants assigned to the surgical specialty clinics. The position is intended to be a resource for advice and assistance to Surgical Service personnel, working closely with the AO, Section Chiefs, and Associate Chief of Staff Surgical Service. Responsibilities Major duties include, but not limited to: Functions independently to resolve issues associated with clinical and non-clinical administration and patient related issues. Provide senior leadership by recommending ways to improve effectiveness and efficiency of work operations in Surgical Service. Will collect, consolidate, analyze, verify and use statistical data to assist all surgical specialty clinics solve and proactively circumvent clinical access problems. Analyzes the Clinical Utilization Statistical Standardization (CUSS) report to ensure providers are utilizing clinic slots to maximize capacity. Assist the Patient Aligned Care Team (PACT) member within the specialty clinic and oversee the timely management of consults emanating to the clinics. Directs the workflow of medical support assistants assigned within Surgical Service. Populates the On-going Provider's Professional Evaluation (OPPE) form with workload and clinical utilization data for credentialing Surgical Service providers. Data include the number of surgeries performed per specialty, number of visits, encounters and unique patients, number of operating room cases and a variety of other statistical data generated in VistA and Data Mart. In the performance of duties, a working knowledge of the following is required: Computerized Patients Record System (CPRS); VistA, word processing; spread sheet presentation; database, instant messaging and e-mail software programs/applications, the Enterprise Equipment Requests (EER) VHA-wide equipment request portal, VISN 17 Portal for requesting service contracts and VA Financial Management System (FMS) for submitting SF 2237 forms and VA Time and Attendance System (VATAS). Monitors clinical statistical reporting and the guidelines being utilized and provides professional and technical advice as necessary. Performs on-site visits to ensure the accuracy and method of data being reported. Also uses the evaluation of the compiled data to develop recommendations for changing policies and/or procedures in order to improve the quality of patient care for surgical specialty clinics. Develops and establishes procedures for report submission for clinic personnel in coordination with the Systems Redesign Coordinator. Recommends changes to internal procedures for collecting and reporting data to improve quality and timeliness of data and patient care. Develops and conducts comparative statistical studies for analysis of access improvement trends. Receives, collects and provides a variety of non-routine statistical reports from internal and external organizations and higher headquarters. Performs data analysis, which involves inquiries and studies of ancillary data and providing consolidated data on quarterly and annual reports required at the end of each fiscal year. Develops, prepares and disseminates written and verbal responses to activities within and outside CTVHCS on questions concerning workload statistics upon direction. Maintains continuous contact with surgical specialty clinics to resolve statistical data issues that impact data quality and accuracy of data collected. Makes recommendations and develops means for resolving discrepancies. Establishes suspense dates and criteria for length of time required for various data reporting processes and recommends revisions to refine production rates. Responsible for completing monthly, quarterly, fiscal year and annual medical center statistical reports for inpatient and outpatient visits. Uses the computer and appropriate software to prepare a variety of statistical reports that include charts, graphs, tables, and relative value unit (RVU) spreadsheets. Maintain databases and automated reporting information in computer programs. Develops and disseminates changes in data collection forms, analyzes statistical data and prepares memos and narrative reports to reporting organizations. Examples of specialized experience would typically include, but are not limited to: Coordinate activities, resolve conflicts, conduct studies, prepare staff reports, deliver briefings to functional managers and to professionally represent the organization at meetings. Execute advanced office automation functions such word processing, creating and entering data into spreadsheets or databases, retrieving data from specified electronic records, and transmitting and receiving electronic documents. Identify, bargain, and resolve issues or problems of a procedural or factual nature. Using qualitative and quantitative analytical techniques such as: literature search; work measurement; task analysis and job structuring; productivity charting; organization design; development and administration of questionnaires. Use of automated data processing applications (i.e. Office Automation products, VistA, CPRS, and GUI) utilized within the hospital in order to: enter requests for computer access codes; troubleshoot basic software and hardware problems; serve as liaison with Medical Center's IT department; basic troubleshooting skills required to identify and correct basic software and hardware problems.
