A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions This cadre provides for the advance identification and utilization of a cadre of well qualified and highly motivated employees to fill temporary non-bargaining unit management assistant positions. As a Management & Program Assistant Cadre, you will be responsible for: Following are the duties of this position at the full working level. If you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and will receive training to help you grow in this position. Identifies potential and actual problems and probable causes. Researches a variety of issues, gathers pertinent statistics or information, reports findings to higher level employee, and may recommend corrective action for aspects of a program or function. Monitors, reviews, and evaluates operations and interrelationships with other functions regarding workflow, work redundancy, or systemic problems and report findings to higher level employee(s). Verifies completeness and accuracy of controls to ensure compliance with established procedures and formats. Revises procedures, controls, etc., as instructed by analyst(s) or comparable positions. Drafts memoranda, preliminary reports, and charts showing findings or recommendations. Positions covered by this program are in the GS-0344-(GS-5/6). Selectees will be part of a 1 year Management & Program Assistant (OA) Cadre. Cadre members may be placed in a temporary position on an as-needed basis for up to 5 years. Placement into the cadre is no guarantee of placement into a Management & Program Assistant assignment. Selectees may be temporarily promoted without further competition or regard to the 120/180 day restriction. Requirements Conditions of Employment STANDARD POSITION DESCRIPTIONS (SPD): PD93502 and PD93503 Visit the IRS SPD Library to access the position descriptions. Cadres will be provided orientation or training that shares information to prepare candidates for their cadre assignments. In addition, shadow assignments and OJI may be provided prior to being placed onto a cadre assignment Cadre members may be given temporary assignments (temporary promotions, details) to Management & Program Assistant positions for the time frame specified in the announcement. Once the cadre time frame expires, you must reapply to be considered for future cadre position(s)/announcement(s). You will remain in your home position and grade until a Management & Program Assistant Position becomes available and is offered to you. You will be returned to your home position and grade upon completion of each assignment. Cadre members must have and retain a Fully Successful performance rating in their permanent home position while in the cadre. Applicants with less than Fully Successful on their annual rating will not be considered for this cadre. Cadre positions will be located in Cheektowaga, New York. Travel expenses are not authorized. Cadre members who do not perform or progress satisfactorily in an assignment may be removed from the assignment and returned to their home position and grade. Disciplinary action while in a position will result in removal from the Cadre. Qualifications Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE/EDUCATION FOR GS-05: You must have one year (12 months) of specialized experience equivalent to the next lower grade level (GS-04) in the Federal government. Specialized experience is experience that is related to the work of this position and has provided you with the competencies required for successful job performance. Examples of qualifying experience include experience gathering and compiling available data and information for aspects of a program and reports findings to a higher level employee; monitoring and reviewing established administrative procedures and program operations and assisting in the preparation of memoranda, reports and charts; using word processing, spreadsheet and database software to prepare documents and to enter, revise, manipulate, sort, calculate, store and retrieve data. OR You may substitute education for specialized experience as follows: a bachelor's degree or four (4) years of education above high school in any field of study from an accredited college or university. OR You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. SPECIALIZED EXPERIENCE FOR GS-06: You must have one year (12 months) of specialized experience equivalent to the next lower grade level (GS-05) in the Federal government. Specialized experience is experience that is directly related to the work of this position and has provided you with the competencies required for successful job performance. Examples of qualifying experience include experience gathering and compiling available data and information for aspects of a program and reporting findings to higher level employees; monitoring and reviewing established operations and interrelationships with other functions regarding workflow, work redundancy, or systemic problems; verifying completeness and accuracy of controls to ensure compliance with established procedures; and using word processing, spreadsheet and database software to prepare documents and to enter, revise, manipulate, sort, calculate, store, and retrieve data. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". You must meet the following special requirements: Applicants must be a qualified typist with a minimum typing speed of 40 words per minute (based on a 5-minute sample with three or fewer errors). Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for three years. We may verify proficiency skills of self-certified applicants by administering the appropriate performance test. Education A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. Additional Information The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages. This is a non-bargaining unit position. Tour of Duty: Day Shift - Start and stop times between 6:00 a.m. and 6:00 p.m.; Mid Shift - Start and stop times between 10:00 a.m. and 8:30 p.m.; Swing Shift - Start and stop times between 2:00 p.m. and 10:30 p.m. should include Swing shift option as BU some positions work until 1030 Alternative work schedule, staggered work hours or telework may be available. In the event that a building is closed due to rent management, new hires may be placed in a local commuting location. Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status.
