Responsibilities:

Manager of Cancer Data Management is responsible and accountable for providing management oversight of the Cancer Data Management Department in alignment with the mission, values and objectives of the department and organization. Provides oversight of operations and employee performance as well as all aspects of planning and implementation of cancer registry activities, in accordance with standards set forth by the American College of Surgeons Commission on Cancer, state/federal guidelines, and Legacy Cancer Institute. Coordinates Legacy’s Integrated Network Cancer Committee meetings to fulfill the organization’s cancer program accreditation with the American College of Surgeons Commission on Cancer (CoC).

 

Quality Improvement Consultant is responsible for Continuous Quality Improvement (CQI) consultation, data management and quality advisor functions in support of clinical practice, service quality, and regulatory compliance for Legacy Cancer Institute. Assists Legacy hospitals, programs, departments, leaders, medical staff and medical staff leaders by providing guidance in supporting a quality culture, coordinating quality activities, establishing measurements to monitor performance, ensuring high data integrity, role-modeling CQI principles, and teaching and training others to promote the principles of performance improvement.

 

GENERAL ACCOUNTABILITIES AND ESSENTIAL FUNCTIONS:

 

Leadership Skills: department services are delivered expediently through effective organization of staff and workload.

• Responsible for the overall management of the Cancer Data Management department; makes optimal use of available staff, equipment and resources.
• Supports and facilitates internal quality improvement efforts with program development and quality improvement committees and councils.
• Demonstrates knowledge of applicable statutory, regulatory and administrative requirements relative to departmental operations/accreditation. In collaboration with Medical leadership, other LHS departments, and community organizations, researches and assesses opportunities for new business development.
• Responsible for completing, maintaining and monitoring yearly department budget
  1. Maintains staffing budget targets.
  2. Monitors the department’s operating budget. Approves or monitors expenditures, purchases and other actions to insure compliance with budget guidelines.

 

• Is responsible coaching and performance appraisal feedback and disciplinary process.

Organizational Skills:  organizes and prioritizes daily workload and manages time to maximize efficiency.

• Thoroughly completes projects in an accurate and timely manner.
• Is available to staff in assigned area; demonstrates knowledge of all cancer registry functions used in the field by serving as a resource to others.
• Produces and disseminates reports as needed or required for administration, medical staff and committee support.
• Determines and manages business priorities. Develops and implements programs, policies and procedures to insure efficient and effective delivery of health services. Works collaboratively to carry out comprehensive program development activities

 

Coding/Encoder and Report Writing:  Knowledge of practices/procedures and equipment is maintained to keep department current and productive.

• Proficient with all aspects of the registry database and report writer system.
• Ensures that accurate and timely service to customers is provided by complete gathering, documentation, and reporting of all pertinent information.
• Follows confidentiality standard for patient information and results.
• Job responsibilities are performed efficiently and to completion.
• Maintains a clean, orderly and safe working environment.

 

Integrated Network Cancer Program Accreditation: In collaboration with the Legacy Cancer Institute Service Line Director, coordinates the Integrated Network Cancer Program Committee and Commission on Cancer (CoC) accreditation process.

• Coordinates, tracks and monitors meeting agendas, presentations, committee membership and committee attendance to meet the accreditation standards. Ensures completion of the CoC Survey Application Record (SAR) in collaboration with multidisciplinary cancer program members.
• Coordinates CoC survey visits and logistics. Acts as the primary contact for visiting surveyors.
• Serves as primary contact and support to the committee Cancer Liaison Physician (CLP) to meet accreditation standard.

 

Data analysis and reporting: Analyzes, interprets, formats and presents quality (clinical and service) data for a variety of users.

• Uses statistical techniques to analyze outcomes to determine special or common cause variation.
• Applies expert knowledge to determine graphic or visual aids that best display data to support analysis and recognition of opportunities for improvement and problem-solving efforts.

 

Data abstraction: Abstracts information from health records, surveys, focus groups and other key data sources and uses the information to identify opportunities for prioritization and improvement to support improvement efforts.

• Knowledge and expertise: Maintains knowledge of national healthcare initiatives, regulatory and licensing agency requirements including standards relating to performance improvement. Provides feedback to individuals, departments and leaders regarding compliance with requirements. Promotes evidence-based practices in action plan development when applicable.

 

Focus study development: Assists management/medical staff in formulating requests for data and supports development of prioritized studies that fully utilize electronic system databases and registries to address operational issues when available.

• Design data collection methodology including data definitions and study parameters before initiating focus studies.

 

Project management accountabilities: Serves as project management consultant to facilitate development, testing, implementation, and maintenance of Legacy Health initiatives in a timely, effective manner.

• Assists in definition of project goals, team membership and resources, and maintains projects timelines in conjunction with leaders.
• Works to maintain positive group dynamics.
• Applies appropriate performance improvement tools and techniques to facilitate problem identification adherence to project timelines, and effective use of resources.

 

Consultation Services: Provides consultation and education in CQI processes so that clinical practice improvement and service quality are enhanced.

• Facilitates the development of quality plans and relevant indicators to monitor performance on an ongoing basis and the development of action plans.

 

Quality Advisor responsibilities: Participates as the facilitator and/or informal leader on process improvement teams and other quality forums.

• Addresses disruptive behaviors and recommends appropriate interventions to improve group dynamics.
• Applies Legacy problem-solving methods and CQI tools to guide process improvement efforts.
• Selects, uses and teaches CQI tools which correspond to the problem-solving process.
• Facilitates the development of action plans to address identified opportunities for improvement.
• Utilizes knowledge of process improvement (flow charts, process observation, gap analysis, best practices, and evidence-based literature, etc.) to facilitate simplifying and standardizing processes and clinical practice patterns whenever possible.
• Works in conjunction with committee chairs and leaders to identify performance improvement strategies and develop agendas.

 

Hospital-specific accountabilities: Supports performance improvement efforts at the hospital level by participating on site-specific Councils as requested.

• Facilitates discussion of data analysis and the development of effective action plans that align with Legacy Health strategic goals.

Peer review responsibilities: Coordinates and facilities process for peer review which supports credentialing/multidisciplinary assessments.

• Responsible for case referrals and timely completion of peer review referrals.
• Other responsibilities may include case tracking and ensuring documentation of peer review discussions.

 

External agency quality representative accountabilities: Serves as Legacy Health Liaison to external agency performance improvement initiatives as requested.

• Represents Legacy Health in a professional manner and seeks to build positive working relationships with the healthcare community.

Bachelor’s degree and/or combination of education and equivalent experience required. Certified Tumor Registrar (CTR) certification required. Formal training in CQI principals and tools and techniques required.
