Summary
This position manages the Vehicle Fleet and Warehouse divisions. Additionally, this position represents both the division and the Association with consumers, special interest groups, business groups, the public in general and governmental agencies.
Essential Functions
- Supervise and direct Fleet Support Operations including staff supervision, ensuring fleet maintenance is conducted in a timely and cost-effective manner.
- Plan and implement fleet best practices in the selection of annual fleet replacements and budget additions in General Plant.
- Organize disposal of retiring fleet vehicles and equipment through the Administrative Services Department.
- Supervise and direct Warehouse Operations including staff supervision, ensuring that in-house and contractor clients receive timely and cost-effective service.
- Manage the strategic materials alliance for timely delivery and competitively priced materials.
- Provide information regarding material availability to interested individuals including Transmission and Distribution, Engineering, Substation and Line Operations departments.
- Monitor and direct adherence to established policies in accounting for inventory and providing for security of materials.
- Prepare capital and operating budgets relating to Fleet and Warehouse Operations, track actual performance against budgets by means of computer-based systems. Report significant departures from budget to appropriate management and generate specially designed reports as needed.
- Coordinate efforts to correct hazardous conditions as reported.
- Schedule, assign, and direct Support Operations personnel to achieve maximum efficiency of available resources.
- Ensure data input is in the proper format and is processed in accordance with established procedures.
- Manage, direct, and select appropriate fuel and fleet management software and hardware.
- Develop performance standards and productivity measurements for personnel. Evaluate work performance and conduct periodic performance appraisals of subordinates.
- Develop and implement inventory handling procedures and related employee training.
- Prepare weekly and monthly reports as necessary to keep staff fully informed on work schedules, progress, problems, and requests.
- Direct the assignment of work to Warehouse personnel in the activities of receiving, storage, disbursement, and control of inventory.
- Provide information to Engineering and Operations personnel relative to material availability.
- Receive materials requirements from various Operations and Engineering Managers for maintenance and construction activities. Coordinate the availability of the Association's owner-furnished materials to expedite completion of construction and maintenance projects.
- Manage employees in accordance with applicable collective bargaining agreements and established policies and procedures.
- Ensure crews follow all Federal, State, and Chugach required safety rules. Provide assistance in safety training when requested.

- Senior Manager, Admin Services: Reports to, receives direction, guidance and decisions from.
- Vehicle Fleet and Warehouse Staff: Supervises, directs, assigns work, and establishes priorities for.
- Other Chugach Managers and Staff: Coordinate activities with, provide compliance assistance, and exchange information as needed.
External

- Vendors: Communicate with to keep informed of material, repair procedures, and equipment changes and substitutions.

- Knowledge of electric utility construction practices.
- Knowledgeable in office systems and practices.

- Ability to resolve employee conflicts.
- Ability to prepare and administer employee performance reviews.
- Must be proficient in use of a computer and use of word processing, spreadsheet, database, presentation, and project management software.
- Ability to work well with all levels of employees and management.
- Ability to train personnel in use of special equipment used to operate and maintain a submarine cable system.
- Ability to manage multiple priorities.
- Ability to investigate and resolve damage claims and charges.
Supervisory Responsibility
This position has supervisory responsibility for the Warehouse Staff, Fleet Shop Mechanics, and others as assigned.
Work Environment
Work is performed in a standard office environment with frequent periodic field trips, at times in outage situations, requiring work at all hours until condition is resolved. Occasional travel may be required.
Minimum Qualifications and Experience
Education
Bachelor’s degree in business or related field, required. Ability to complete First Aid/CPR and AED training within 6 months from date of hire. Advanced training in Fleet Management, Warehousing, Inventory, Purchasing or related business functions, desirable.
Experience
Six (6) years of progressively responsible experience including supervisory in electric utility, fleet and/or warehouse operations, required. Utility Industry experience, preferred. Experience in inventory control, desirable. Fleet Management expertise and current knowledge of best practices in fleet management, required. Experience working in a union environment, preferred.
Substitution
Additional professional experience in a similarly complex role or related field may be substituted for the required education on a year-for-year basis.
