About the Job
BASIC PURPOSE
- To establish and maintain a professional budgeting system, involving the operating and Capital Budget, while ensuring compliance with appropriate state statutes for control of the PSTA budget, and with other statutory provisions for the timely preparation and execution of the legally adopted budget. Professional budget work involves the development, preparation, implementation, accounting and monitoring of the Authority budget.
- To review with Divisions the status of budget to actual data, and work to determine underlying root causes of variances and develop recovery plans with them in order to meet the goals and objectives of the Authority.
- Build strong budgeting and forecasting financial models and utilize data driven insights to improve business decisions.
ESSENTIAL FUNCTIONS
- Plans and coordinates division activities, including the annual development of the Authority's budget, budget presentation and legal publications, notices and documents and financial reporting.
- Prepares and publishes technical instruction for the annual budget, including timetables as provided by law, development of all required forms, and expectations of the budgetary process, including all processes and provisions as it relates to Truth in Millage.
- Reviews the status of budget to actual data, conducts analysis and partners with departments to determine underlying root causes of variances, and develop recovery plans.
- Review operations for cost savings opportunities and work cross-functionally to incorporate these initiatives.
- Perform quantitative analysis required for strategic financial planning, special projects and reports for management.
- Assists with the development and updating of procedures manuals for responsible functions.
- Prepares the Statistical Section for the Budget Document and the Annual Comprehensive Financial Report.
- Coordinates and works on the completion of the financial portion of the National Transit Database Report.
- Ensures compliance with the governmental accounting, auditing, and financial reporting procedures as they apply to all applicable laws, rules and regulations.
- Performs other duties as assigned to assist the Procurement Director.
SUPERVISORY RESPONSIBILITIES
- Supervises professional staff, including the Budget Analysts. Provides additional supervision and mentoring as needed to staff, including other departments involved in budgeting and financial planning and analysis efforts. This position's responsibilities include: interviewing, hiring and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
MINIMUM QUALIFICATIONS
- Education: Bachelor's degree from an accredited college or university in Accounting or related degree.
- Experience: Must have a minimum of four (4) years of professional experience in accounting and financial reporting practices and procedures with one (1) year of supervisory experience. Previous work with a government entity is preferred. Relevant professional certifications preferred.
KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of: GFOA budgeting requirements, Generally Accepted Accounting Principles (GAAP) and Governmental accounting, auditing, financial reporting, and the principles and practices of Federal and State laws, rules and regulations of governmental budgeting and accounting.
- Skilled in: Must have analytic, management and leadership skills with the ability to interact proactively and collaboratively with people at all levels of the organization. Ability to use computer software applications such as Power BI, Microsoft Excel, Word, PowerPoint and Access and previous experience with budget and financial reporting software. Must be able to give oral presentations, write reports, memorandums, training guides and analyses for a variety of audiences.
- Abilities: Must be able to prepare, publish, and routinely monitor the budget, accounting and financial reporting for a governmental agency, while adhering to all appropriate rules and regulations for compliance with the federal, state and local authorities.
