Overview:The Mgr, Health and Welfare Benefits oversee the team member health & welfare programs for PDS Health. This role is key in shaping the overall team member experience by designing, implementing, and managing a full suite of health and welfare programs that are both innovative and compliant with regulatory standards. The Mgr, Health and Welfare Benefits closely partners with others on the Benefits team to ensure successful and compliant day-to-day program management. They will also collaborate closely with vendors, external partners and cross-functional teams—including Payroll, People Systems, Compensation, Finance, Legal and IT—to ensure the programs are competitive, compliant, and aligned with organizational goals.
Responsibilities
Vendor & Consultant Management:
Collaborates closely with benefit providers, brokers, and consultants to ensure high-quality service, cost-effectiveness, and seamless program execution.
Partners with external vendors to implement new benefit programs, ensuring they align with company goals and team member needs.
Monitors ongoing performance of health & welfare vendors and leads the execution of Requests for Proposals (RFPs), providing recommendations to People Services leadership and the Benefits Committee.
Program Design & Innovation:
Drives the design and development of innovative health and welfare programs, including medical, dental, vision, life & disability insurance, and more, to enhance team member experience.
Researches and benchmarks benefits practices across industries to propose enhancements or new offerings that keep the company competitive in the talent market.
Gathers team member insight through program utilization metrics and team member surveys to understand team member needs and satisfaction levels with benefit offerings.
Collaborates with internal teams (e.g., HR, Finance, Legal, IT) to align programs with business objectives and talent acquisition and retention strategies.
Team member Experience & Communication:
Partners with the Specialist, Benefit Communication & Wellbeing and external vendors to develop and implement communication strategies that effectively educate team members on available benefits, ensuring a clear understanding and high engagement.
Partners with the Manager of Benefit Administration and external vendors to ensure a positive team member experience, addressing inquiries, and providing support for benefit-related matters.
Partners with our consultant and internal communication & marketing team to create and maintain engaging communication materials, such as benefit guides, benefit videos, benefit site, and more to support team member education.
Program Benchmarking, Analysis and Budgeting:
Conducts ongoing analysis of program performance, including utilization data, team member feedback, and industry trends, to identify areas for improvement.
Provides data-driven insights and recommendations to senior leaders and the Benefits Committee on program effectiveness, cost control opportunities, and potential enhancements.
Monitors high-cost claims and trends, proposing strategic adjustments to optimize benefit offerings and manage costs.
Supports budgeting and financial planning efforts by providing insights and analysis on benefit program costs and trends.
Regulatory Compliance:
Ensures all health and welfare programs comply with federal, state, and local regulations, including ERISA, ACA, HIPAA, and COBRA.
Partners with benefit broker/consultant and legal counsel, as needed, to review regulatory changes affecting benefit programs.
Partners with Manager of Benefits Administration to oversee compliance-related activities such as audits, ACA and COBRA compliance, documentation
Qualifications
Bachelor’s degree in human resources, business administration, public health, finance or related field. In lieu of degree 5+ years of related experience.
Minimum 6+ years of progressively increasing benefits experience in planning, research, policy development and program design to include health and welfare benefits and wellbeing.
Proven track record of designing and managing innovative benefit and wellbeing programs and initiatives.
Strong analytical skills with the ability to interpret data and make informed decisions.
In-depth knowledge of federal, state, and local benefits regulations, including ERISA, ACA, COBRA, HIPAA.
Preferred
Professional Certification (CEBS, or CBP) highly desirable but not required.
Experience with Workday

Demonstrated ability to plan and coordinate multiple projects initiatives at the same time, adapt to changes and consistently meet deadlines.
Strong knowledge of HR and Benefits practices, laws and regulations.
Good understanding of financial accounting and cost analysis.
Understand complex financial structures associated with a benefits plan rates, etc.
Able to negotiate contracts/strong vendor management/understanding of RFP process.
Able to build a business case.
Proficiency in HRIS (Workday preferred) and Microsoft Office: Excel, Word and PowerPoint
Highly accountable as a leader with the ability to hold others accountable, provide direction and delegation in a positive, professional manner, and ensure follow- through

Salary Information:$92,318.00-$155,318.00 / Annually
