Sayres, a reputable leader in defense support services to the DOD in the shipbuilding industry, is currently seeking an experienced Senior-Level Acquisition Management Analyst with a current SECRET clearance, verifiable in DISS in Washington, DC. This position may offer remote and/or hybrid work arrangements based on customer discretion.
Responsibilities:
As a Senior-Level Acquisition Management Analyst, you will play a critical role in executing defense acquisition tasks in alignment with the latest DoD and Navy policies. Your expertise will encompass a range of responsibilities to support program management and decision-making. Your key duties will include, but are not limited to:
1. Policy Implementation: Utilize your familiarity with DoD and Navy policies to ensure adherence and compliance during defense acquisition processes.
2. Briefing Preparation: Assist in the development, maintenance, and preparation of briefings to provide comprehensive updates and information.
3. Meeting Support: Attend meetings and prepare detailed minutes, conduct research, and respond to action items effectively. Meetings may include:
- Quarterly Program and/or Progress Reviews (QPRs).
- Milestone Reviews, Gate Reviews, or Resources and Requirements Review Board (R3B).
- Shipbuilder Program Reviews, including Post-Award Conferences and logistics meetings.
- Foreign Customer Program Management Reviews (PMRs) and Financial Management Reviews (FMRs).
Additional Duties:
4. Contracting Expertise: Demonstrate proficiency in DoD/DoN contracting practices and facilitate successful acquisition management.
5. Development of Acquisition Documents: Contribute to the development of essential DoN acquisition documents, such as Acquisition Strategy and Acquisition Program Baseline.
6. Project Supervision: Provide effective supervision and leadership in managing acquisition projects.
7. Foreign Military Sales Support: Familiarity with Foreign Military Sales processes to facilitate international defense cooperation.
8. Shipbuilding Experience: Utilize your shipbuilding background to ensure effective integration of systems and equipment.
Preferred Specialization:
9. Navy Procedures and Policies: Proficiency in DoD 5000 process and DoN procedures related to defense acquisition.
10. Project Management Professional (PMP): Possessing a PMP certification to enhance program management expertise.
Qualifications & Clearance Requirements:
Minimum Skill Sets of Qualified Candidates:
- Bachelor's degree in Engineering or Business Management discipline.
- A minimum of 15+ years of experience in program management, Government technical management, or Industry business management, with at least 7+ years in DoD/DoN program, contracts, or acquisition management.
- Active Secret Clearance verifiable in DISS/JPAS.
- Demonstrated proficiency in DoD/DoN procedures and Policies (DoD 5000 process); DoD/DoN contracting; experience communicating with SES/Flag level personnel; development of DoN acquisition document (e.g., Acquisition Strategy, Acquisition Program Baseline); supervisory experience; shipbuilding experience.
Preferred Skill Sets of Qualified Candidates:
- Master's degree in Engineering or Business Management discipline.
- Project Management Professional (PMP) certification for 10+ years Preferred.
- A minimum of 20+ years of experience in program management, Government technical management, or Industry business management, with at least 10+ years in DoD/DoN program, contracts, or acquisition management.
- Demonstrated proficiency in DoD/DoN procedures and Policies (DoD 5000 process); DoD/DoN contracting; experience communicating with SES/Flag level personnel; development of DoN acquisition document (e.g., Acquisition Strategy, Acquisition Program Baseline); supervisory experience; shipbuilding experience; Foreign Military Sales; Military Sealift Command procedures and processes.
