Minimum Qualifications Appointment method: Minimum Qualifications: One year of clerical experience.NY HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply (see minimum qualifications above). At this time, agencies may recruit and hire employees by making permanent non-competitive appointments. At a future date (within one year of appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Non-Competitive Promotion (NCP): In accordance with Section 52.7 of the Civil Service Law, if the number of qualified candidates who apply for the position is three or less, a permanent appointment can be made, at agency discretion, by non-competitive promotion of an applicant who meets the minimum qualifications.List Appointment: Candidates must be reachable on the Civil Service eligible list for 38-687010.Transfer: Candidates must have one year of permanent competitive service in a title eligible for transfer via Section 70.1 of the Civil Service Law. Duties include, but are not limited to, the following:• Reviews and audits employee expense reports for accuracy and compliance with established policies;• Enters expense report information into the Statewide Financial System (SFS)• Responds to communication, both orally and in writing, from employees regarding the travel process, expense report assistance, and the SFS as it relates to travel;• Files expense reports and maintenance of travel files; and• Other duties as assigned.
