Position Summary: Operation Manager-Sexual Health Services position assists the program director in the development of Access Health Louisiana (AHL)’s HIV, Hepatitis, and STI prevention and linkage to care programs. The position will work with all agency departments, clinics, and partners to actively test, link, and navigate clients to treatment and other AHL services, including medical care and essential support services. Position duties include the planning of community outreach events, coordinating an at-home HIV rapid testing program, PrEP/PEP service coordination, counseling/testing/referrals (CTR) in a clinical and community-based setting, developing trainings and agency protocols, and the distribution of condoms and other educational resources. The position will provide data management and analysis for the linkage program, complete all reporting and evaluation requirements for agency and funders, ensure program deliverables are met and quality standards enacted, and have familiarity with electronic health record systems.
Minimum Qualifications
Education-
- High School Diploma or equivalent required.
- Bachelor’s degree in Public Health, Social Work, Sociology, Psychology, social justice, or other related field preferred.
Experience-
- 3 years of HIV/STI, non-profit, community engagement, client navigation, research, public health and/or other related experience.
- Experience with communities of underrepresented backgrounds (e.g. MSM, transgender experience, people of color, PWUD and PWID, and other communities facing barriers to care)
Knowledge, Skills, and Abilities
- Sufficient knowledge of HIV, HCV, STIs, PrEP, and PEP
- Understanding of treatment as prevention and messaging such as U=U
- CTR certified or ability to complete certification within 90 days of employment
- Familiarity with electronic health record systems
- Ability to collect, enter, interpret, and disseminate data for key stakeholders through reports and/or presentations
- Proficient knowledge of Microsoft Office and/or similar applications
- Working knowledge of healthcare systems and their operation
- Ability to work well with diverse populations
- Ability to work collaboratively across multiple clinics and departments in an FQHC setting
- Ability to work independently and in group settings
- Understanding of and ability to assist clients with applications for Ryan White, Medicare, Medicaid, and other payer sources a plus
- Ability to operate all general office equipment including telephone, calculator, computer, and printer/fax.
- Bilingual Spanish preferred.
Physical and Mental Requirements
- Ability to work a flexible schedule and non-traditional work hours.
- Be able to sit, stand, walk, and converse for extended periods of time for outreach and community events, and in the clinical setting
- The ability to lift and carry 25-pounds
- Comply with job safety requirements, and report any accidents in accordance with agency and federal policy
I: Essential Duties/Responsibilities (Position):
- Provide client-centered and timely navigation and support services to patients accessing AHL services.
- Develop strategies to combat stigma in the healthcare setting.
- Adhere to privacy and information security requirements (HIPAA) and other regulations.
- Collaboratively work across multiple clinics and departments to coordinate services and ensure patient needs are met.
- Liaison with community partners to recruit patients and create culturally appropriate referral networks
- Assist in the development, implementation, and monitoring of clinical protocols
- Create and implement departmental trainings.
- Manage data collection and data analysis of program, including electronic medical record follow up.
- Ensure all program deliverables and quality assurance standards are met.
- Maintain knowledge of agency and funder requirements for patient support services.
- Administer HIV, HCV and STI tests as needed, maintain all quality assurance standards and ensure they are properly carried out, as required by the Louisiana Department of Health.
- Develop or assist in creating reports, news articles, research papers, presentations, etc. that inform and promote the goals and results of the program and agency.
- Assist with monitoring and evaluation. Complete all reporting requirements in timely and professional manner.
- Participate in internal and external workgroups, committees, and meetings through attendance and presentations.
- Coordinate outreach events and enhance AHL presence in the community.
- Process Medicaid applications as needed
