POSITION SUMMARY:
Reports to the Assistant Director of Public Safety/Captain with responsibility for the performance and activities of staff, development of standard operating procedures and work rules, and operational functions within BMC Public Safety Department. This includes oversight of Public Safety Operations including, but not limited to, the oversight and distribution of work assignments to Public Safety Sergeants, Public Safety Investigators, Public Safety Officers, and Control Center Technicians. Ensures consistent and safe delivery of services throughout the medical center and campus.
Manages and oversees, 24 hour a day, 7 day a week the Public Safety Operations. In collaborations with the Facilities Management Team Manages and oversees the Security Command and Control Center.
Assigns work assignment and job responsibilities to the Public Safety personnel. Organizes and assigns activities in order to fulfill the department objectives and mission, through the creation, review and revision of policy and procedure, Standard Operational Procedure (SOP), goals and objectives, quality assurance and risk management programs, as requested by the Director of Public Safety/Deputy Chief or designee.
Provides immediate notification and response to disasters and collaborates notifications to facility personnel, Directors and managers. Utilizes BMC and Public Safety Department core values and principals as the basis for decision-making and to facilitate the Department's mission.
Responsible for using sound, independent judgment with respect to recruiting, hiring and training new employees. Reviewing, evaluating and assessing the quality of services being delivered by the Public Safety Department, investigates complaints, takes the necessary steps to address poor work performance, through corrective action and/or remedial training, and addresses misconduct and continued performance issues using the disciplinary action process.
Responsible for all liaison assignments, communications, and duties, with all external law enforcement agencies, courts and correctional departments. Meets with regulatory or law enforcement agencies, as assigned by the Director of Public Safety/Deputy Chief and fulfills the mandated regulations for security officer's police licensure. Coordinates and manages all activity with Public Safety department vendors or contractors (i.e. external security companies) to ensure the utmost efficient and professional delivery of services and maintain the highest level of accountability.
Facilitates and coordinates meetings and training courses. Compiles and reviews reports. Works with departments and medical center staff to determine the efficiency of programs and develop strategies to reduce crime. Serves as a leader to promote and enhance public safety, as well as to ensure harmonious partnerships. Trains, coaches, educates and serves as a public safety resource to enhance crime prevention and reduction, and safety awareness on campus, as well as to the larger BMC community. Conducts security surveys; provides site reports with written recommendations highlighting premise or area security strengths and weaknesses. Responsible for conducting threat and risk assessments on individuals, locations and events. Quality controls the integrity and efficiency of information entered into all Public Safety systems and databases; makes recommendations as to the creation and implementation of community outreach programs to meet the needs of the medical center. Instructs and administers the community outreach academy program.
Monitors and updates the Department's webpage with current and accurate information.
Works independently and in conjunction with Department personnel in recruitment, selection, background investigation, training and orientation of staff within BMC Public Safety Department.
Schedules staff to meet operational needs, assigns duties, coordinates training, and activities involving services provided by the department.
Provides consistent direction to all employees within the Public Safety department. Leads staff to be response driven, customer-focused and service-oriented, while supporting the department's objectives and the medical center's mission. Remains flexible in action, thought, and is open to an ever-changing environment. Supports the medical center's higher education, research, and regulatory endeavors.
Continuously monitors quality of service and develops proactive training programs to continually increase the professionalism of all staff.
Participates in regulatory/compliance processes and oversees those processes that affect Public Safety, including, but not limited to: Center for Disease Control (CDC) Select Agent program, the Health Insurance Portability and Accountability Act (HIPPA), Commission on Accreditation for Law Enforcement Agencies (CALEA), Massachusetts Police Officer Standards and Training Commission (P.O.S.T.), the Massachusetts Police Training Council (MPTC), and the Criminal Offender Record information (CORI) guidelines.
Attend various meetings, committees, task forces, etc. as requested.
Provides assistance/resources to BMC staff or departments as requested.
Assists in preparing annual operating and personnel budgets, capital budget expenses, service and maintenance contracts and variance reports.
Submits payroll and maintains records of hours worked by employee.
Recommends operational plans including, but not limited to, the use of contracted services, scheduling methods, contingency actions, investigations, human resource functions, evaluations and labor issues.

EDUCATION:
Bachelor's degree required.
Management and/or Criminal Justice degree preferred.
CERTIFICATES, LICENSES, REGISTRATIONS REQUIRED:
Active certification as a sworn law enforcement officer through Massachusetts P.O.S.T. Commission, or the ability obtain the same within six months of employment.
Licensed to carry a firearm, in accordance with all applicable statutes and regulations for sworn Massachusetts law enforcement officers, or the ability to obtain such licensing within one year of employment and maintain such licensing and authority, throughout the employment tenure without exception.
Must comply with all MPTC annual in-service training mandates.
Must maintain an active certification as a Massachusetts State Special Police Officer through the Massachusetts State Police Certification Unit.
EXPERIENCE:
Minimum of five years of experience in corporate, medical center security or Law Enforcement, with at least three years of supervisory responsibility.
KNOWLEDGE AND SKILLS:
Software including WordPerfect, Microsoft Word, and Excel.
Knowledge of facilities management and security alarm systems.
