Overview:
The PMO Director/Manager serves as a strategic leader responsible for establishing and overseeing the Project Management Office (PMO) within a state government child welfare agency. This role requires a unique combination of project management expertise, deep understanding of the child welfare system, leadership acumen, and the ability to navigate complex government structures.
Key Responsibilities:
PMO Establishment & Governance:
• Develop and implement the PMO's strategic vision, mission, and goals.
• Define and maintain project management methodologies, standards, and processes.
• Establish project portfolio management practices to prioritize and align projects with the agency's strategic objectives.
Project Oversight & Support:
• Provide guidance and support to project managers across the agency.
• Monitor project progress, identify risks and issues, and ensure adherence to established standards.
• Facilitate cross-project collaboration and knowledge sharing.
Performance Management & Reporting:
• Develop and implement performance metrics to measure project success and PMO effectiveness.
• Prepare reports and presentations to communicate project portfolio status and PMO achievements to agency leadership and stakeholders.
Stakeholder Management:
• Build and maintain strong relationships with key stakeholders, including agency leadership, government officials, and community organizations.
• Communicate PMO initiatives and project portfolio status effectively.
• Foster a culture of collaboration and transparency.
Continuous Improvement:
• Identify and implement process improvement initiatives to enhance project delivery and PMO efficiency.
• Stay abreast of industry best practices and emerging trends in project management and child welfare.
Qualifications:
• Extensive Project Management Experience: Proven track record of successfully managing complex projects and leading PMOs, ideally within government or social services sectors. PMP certification preferred.
• Deep Child Welfare Knowledge: Demonstrated understanding of child welfare systems, policies, and practices. Experience working with vulnerable children and families is a plus.
• Strategic Leadership: Exceptional leadership and strategic thinking skills, with the ability to inspire and motivate teams.
• Communication & Collaboration: Excellent communication and interpersonal skills, with the ability to build relationships and collaborate effectively with diverse stakeholders.
• Change Management: Experience leading organizational change and driving adoption of new processes and methodologies.
• Experience: Minimum of 10 years’ experience preferred.
Preferred Skills and Experience:
• Experience working within state government structures and processes
• Familiarity with child welfare information systems and technology
• Knowledge of program evaluation and performance measurement techniques
• Experience with Lean Six Sigma or other process improvement methodologies
• Excellent presentation and facilitation skills.
