DutiesServes as Program Analyst and advisor to Mission Partner Capabilities Office (MPCO) leadership on matters relating to the assessments, analyses, plans, and execution of MPE requirements.Serves as a Change Agent for service / requirements management and / or technical expertise for enterprise capabilities.Serves as Subject Matter Expert in developing requirements management processes and providing advice and assistance to MPCO leadership regarding programs, policy and systems support required to effectively meet current and long-range program goals and objectives.Maintains a continuous liaison with other Senior MPCO Staff, Command and Service headquarters counterparts, and DOD offices to integrate MPCO priority support actions.Requirements Conditions of EmploymentU.S

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS)
The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level
The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position
Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices in a professional or administrative occupation
Complete understanding of the SAF/CDM mission and strategies as related to program development and exploration across DoD and the Defense Intelligence Enterprise
Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of DoD and Joint Staff organizations, operational capability requirements development processes, the Department of Defense Planning Programming Budgeting and Execution (PPBE) and Acquisition processes, and the Joint Capabilities Integration and Development System (JCIDS).Knowledge of USAF and DoD Intelligence Community organizations, policies, and directives to plan, understand and develop relationships and guidance to anticipate and prepare materials required to respond to communications from external activities, as well as maintain specific knowledge of the duties and responsibilities of each of the Directorates in order to adequately provide support.Ability to plan, organize, and negotiate effectively with managers and analysts to assess, prioritize, and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.Extensive knowledge and experience with the mission, charter, roles and responsibilities of the strategic planning community and the interrelationships of its customers in the Joint Staff, the Combatant Commands, the Services, and stakeholders in OUSD(I), OUSD(P) and DOD CIO.Knowledge of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, to provide analysis of diverse information and make recommendations for enhancements and improvements to the administration of programs and the resolution of problems.Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable to inform decision-making
Comprehensive skills in oral communications to present sensitive information and/or recommendations on complex matters to higher authorities; skilled in written communications sufficient to develop internal procedures and directives dealing with complex issues, organize ideas and present findings in a logical manner with supporting, as well as adverse, criteria for specific issues, and to prepare material complicated by short deadlines and limited information.CONDITIONS OF EMPLOYMENT CONTINUED:Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program
Employee must pass initial and periodic short notice drug testing
Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.This is a Key Position
The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively
This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve
(IAW: DoDD 1200.7, "Screening the Ready Reserve,").PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work
