Summary You will serve as a PROGRAM ANALYST in the SEA 21/PMS407 Program Office.of NAVSEA HQ FIELD SUPPORT. Responsibilities You will direct liaison with Service-wide requirement officers and financial and budget analysts in development of annual budget submissions to support In-service Life Cycle Support and modernization program requirements. You will establish annual allocation plans to ensure program is able to meet all program milestones. You will develop and maintain Product line funded/unfunded requirements for annual input and quarterly updates to program office Financial Division to fund resolution of fleet issues. You will develop and maintain an integrated and prioritized Six-Year Modernization Plan in support of Future Years Defense Program Total Ship Execution Plan and its associated budget for assigned ships and map plan in the POM budget submit. You will provide direction to teams: engineers, planning yards, waterfront liaisons, business financial managers, availability planning managers, installation activities, contracting officer representatives and contractor support teams. You will solve broad engineering and logistics issues and implement strategic plans within and across organizational components such as Planning Yards (PYs), Naval Surface Warfare Centers (NSWC), and Hardware Vendors. You will develop annual allocation plans and phasing plans to support execution of program budgets to numerous performing activities and provide responses to Requests for Information regarding program performance and execution. You will develop fielding plans to deliver capabilities to the fleet in a expeditious manner. You will establish annual requirements and inputs to existing and future engineering service contracts, prepare Statements of Work to be used for the solicitation of proposals and contract award and management of assigned senior program engineers. You will conduct senior level visits with Fleet, TYCOM, and ships to formulate and implement strategy and policy for management of product lines as related to maintenance, modernization, and training. You will direct all aspects of assigned product lines including requirements management, systems engineering, systems evaluation, and equipment integration. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NH-03 (GS-13) grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing program requirements or operations (e.g. budget planning and execution, contracting, procurement, contractor performance, project planning and schedules, cost analysis and estimation, strategic planning, risk assessments, and manpower) to support ship modernization programs. Education Additional Information This position is covered by the Department of Defense Priority Placement Program. This hiring activity, within Naval Sea System Command (NAVSEA) Headquarters, has converted to the Acquisition Demonstration Project (AcqDemo) which is an alternate personnel system. This position has a control point; thus, the salary range for this position is capped at GS-15, step 05 which is currently equivalent to $185,824.
