General Description
The Project Controls Manager position is responsible for supporting Program, Operations, and Project Managers with effective business management, including but not limited to project-specific cost tracking, cost control, and reporting and variance analysis; assistance with Estimate to Complete (ETC) development based on trend analysis; margin analysis; earned value calculation and reporting; cash flow analysis for payables and receivables; and closeout reporting and appropriate rate adjustments.

Essential Roles and Responsibilities:
- Support Managers in developing external client financial requirements, such as project Cost Variance analysis and reporting.
- Support Managers in developing internal financial requirements, such as monthly margin analysis, ETC, revenue, and cost forecasting, earned value calculations, and Accounts Payable and Receivable analyses.
- Supervise, mentor, and develop Project Administrators (PA) and Project Controls (PC) staff, including peer review of project budget setup, cost codes, and cost tracking/coding of accrued costs such as RCMS or Excel-based tools, development of cost variance reports, tools and procedures for cost accruals and reconciliation of cost tracking with Bristol Accounting system.
- Ensure operations staff comply with Bristol procedures and requirements.
- Interface with Contract Administration, Invoicing, Certified Payroll, Accounting, and other Bristol resources to ensure effective and timely communication of Company, project, and client needs.
- Travel as required to interface with client for project setup and closeout, PA and PC staff, and Bristol resources as necessary.

- Skilled in 10-key by touch for accurate and efficient numerical data entry
- Skilled in customer services.
- Skilled in advanced Microsoft Excel, including vlookup, pivot tables, and IF functions, to analyze and manipulate financial data effectively.
- Ability to prioritize and organize tasks, work well under stress, and meet deadlines consistently.
- Ability to work flexible hours, if necessary, to meet critical deadlines.
- Ability to adapt to constant change and openness to learning new responsibilities.
- Skilled in effective communication to interact with internal stakeholders and provide support via in-person, phone, and/or email.
- Ability to maintain attention to detail to ensure accuracy and integrity of financial records.
- Skilled in Microsoft Office Suite and Adobe products.
- Knowledge of Spectrum.
- Knowledge of Unanet.
Measures of Performance:

- Set and meet accounting deadlines, with accuracy (20%).
- Implementation and maintenance of effective accounting systems and internal financial controls, workflows, and effective employee labor management to increase efficiency, accuracy and reduce costs (20%).
- Meet all tax requirements (20%).
- Meeting General Accepted Accounting Principles (GAAP), Defense Contracting Auditing Agency (DCAA), and Auditor requirements (10%).
- Perform all duties in a safe and responsible manner (10%).
Required Qualification:
- High school diploma or GED is required.
- Bachelor's degree in accounting, Business Management or Finance.
- Minimum ten years of recent experience in project controls, corporate accounting, accounts payable/receivable or cost analysis is required.
- Valid driver's license is required.
Preferred Qualifications:
- Experience with Alaska Native Corporations and knowledge of Small Business Administration's 8(a) program is preferred.
- Experience working within a multiple entity organization is preferred.
