The PSA Policy Specialist shall provide services to develop and maintain the Personal Services Agreement (PSA) Policy for the Agency. The PSA Policy Specialist works with M/MS/OMD and Executive Officer (EXO) backstop staff from Missions across the Agency as well as other teams at USAID to manage and coordinate professional development and training opportunities for the entire EXO backstop as part of a spectrum of continuous learning. The PSA Policy Specialist will interact with colleagues at all levels of the organization in the course of their work.
Responsibilities
- Takes a lead role in the development of the Personal Services Agreement (PSA) Policy for the Agency and is a member of the Management Bureau’s Office of Management Services, Overseas Management Division (M/MS/OMD) Policy team. Researches and responds to queries regarding PSA policies, procedures, and operational issues that are brought to the attention of M/MS/OMD in coordination with other members of the PSA policy team and M/MS/OMD leadership.
- Evaluate the need for policy changes and updates to the PSA Policy managed by M/MS/OMD and recommend proposed changes in coordination with M/MS/OMD leadership and cognizant staff and Agency stakeholders.
- Coordinates finalization of frequently asked questions (FAQs) for the PSA Policy knowledge base.
- Coordinates M/MS/OMD efforts to develop and maintain a central repository for all PSA Policy-related knowledge materials, templates, forms, and guidance.
- Coordinates, facilitates and leads planning, training, and logistics related to the implementation and ongoing operations of the PSA Policy for the Agency.
- Analyzes and evaluates long-range activities and provides recommendations to improve the effectiveness of operations in meeting Agency goals and objectives regarding the PSA Policy.
- Computes and estimates the effect of proposed changes in PSA Policy to determine the impact on management or agency goals.
- Produces and/or presents information and findings in a variety of formats (ADS chapters, SOPs, studies, briefings, and other media).
- Conducts assessments of suggestions from the field and within the Agency regarding the application of the PSA Policy and provides data outlining the cost/benefit and pros/cons to Agency leadership.
- Recommends and participates in developing strategies for implementing the PSA Policy in different mission settings.
- Review and analyze the pilot implementations and past work with the PSA Policy to inform future changes and requirements to improve operations.
- Recommends and develops written PSA policies and procedures.
- Leads the capture, reporting, and analysis of statistical data for the agency’s PSA Policy operations.
- Prepares and contributes to reports and other presentations on PSA Policy implementation.
- Other duties as assigned.
Qualifications
- Bachelor’s Degree required
- 10+ years of professional work experience
- Background check required
Knowledge, Skills, and Abilities:
- In-depth knowledge of organization policy and knowledge of periodic review procedures of the way subordinate units support the work of their serviced organizations and the review procedures involved with taking (or recommending) action on the services programs of subordinate units
- Ability to write clear and comprehensive policies, procedures, reports, directives, and correspondence
- Ability to conduct fact-finding concerning a variety of subjects and to develop analytical and effective recommendations
- Ability to plan, coordinate, and conduct special projects and program reviews.
- Knowledge of and demonstrated ability to perform excellent inter-personal communications with a diverse array of staff (USDH, PSCs, FSNs, and State Department employees, institutional contractors, etc., demonstrating the ability to clearly explain and support conclusions, recommendations, policies, and procedures to all levels of personnel.

- Ability to travel occasionally, both CONUS and OCONUS.
- Remote telework is optional as long as USAID core hours (9:30am to 3:45 pm) EST can be maintained.
