The County of Riverside seeks candidates to fill positions throughout Riverside County. A list of eligible candidates will be established to fill current and future vacancies.
The County of Riverside's Facilities Management Department is currently recruiting for a Parking/Ordinance Enforcement Officer to support locations throughout Riverside, CA. The incumbent will oversee parking facilities, including open lots, parking structures, and collecting parking fees. This role also involves patrolling these areas to enforce county ordinances.
Competitive candidates will have knowledge in working with ordinances and vehicle codes, ideally within the parking enforcement industry.
Incumbents report to an Administrative Services Supervisor. The incumbents have the day-to-day responsibility for regulating the use of County parking facilities, which includes enforcing County parking regulations; enforcing county ordinances; providing general public information and assistance; and may detain and cite violators to appear in court. Parking/Ordinance Enforcement Officers are not public safety officers.

Riverside County Department of Facilities Management provides property management and operations services for county owned and leased facilities throughout the 7,200 square miles of Riverside County and over 14 million square feet of space. The department is responsible for keeping county buildings safe, comfortable and productive for both county staff and the public.
EXAMPLES OF ESSENTIAL DUTIES
• Regulates the uses of County parking facilities which includes directing traffic and monitoring the spaces needed for County and visiting officials.
• Assists motorists by locating parking spaces or referring drivers to additional parking areas as parking lots fill to capacity; advises the general public of County parking regulations and parking violation procedures; determines the validity of various types of parking permits and monitors the use of temporary permits.
• Patrols assigned areas and issues citations to unauthorized or illegally parked vehicles; reports any irregular or suspicious circumstances to the police department.
• Patrols assigned areas and issues citations for violations of County ordinances on County property; may detain and cite violators to appear in court.
• Provides general and directional information to the public; assists motorists with minor emergency repairs including general problems with batteries and tires.
• Completes survey forms used to develop parking lot statistics; prepares periodic reports on parking control related activities including number of citations issued and unusual problems, incidents or occurrences.
• May issue and record temporary parking permits; may operate a radio equipped vehicle in the performance of assigned duties; may appear in court to give testimony relative to citations issued.
MINIMUM QUALIFICATIONS
Knowledge of: California driving laws and the safe operation of passenger vehicles.
Ability to:Learn, understand, interpret, and apply County parking rules and regulations; courteously and tactfully explain rules, regulations, and procedures to the public; think decisively and act tactfully in stressful and tense situations; establish rapport and maintain cooperative working relationships with employees and the public; exercise sound judgment within established guidelines; analyze situations and determine appropriate course of action; communicate clearly and concisely orally and in writing; follow oral and written instructions; learn the physical location of various County departments and parking facilities; obtain and record accurate information; keep accurate records; stand and walk for long periods of time in an outdoor setting.
License/Certificate: Possession of a valid California Driver's License.
Possession of a valid Basic P.O.S.T. P.C. 832 certificate must be obtained within 6 months of hire.
Physical Requirements: Working outdoors in various weather conditions, including extreme heat or cold.
Highly desired:Prior knowledge and experience of working with ordinances and vehicle codes. Patrol and/or security experience.
Parking/Ordinance Enforcement Officers are not public safety officers.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
