Job Description:
PURPOSE
The Parks & Grounds Crew Lead receives general direction from the Parks & Grounds Superintendent and exercises field supervision of Parks & Grounds Technicians with the objective of maintaining and preparing the Town’s parks, cemeteries, ball fields and outdoor public spaces for the safe and appealing enjoyment of the community. As well as overseeing the long-term care and management of the Towns many varieties of trees and many landscape areas around Town. The Parks & Grounds Crew Lead may assist the Superintendent with coordinating assigned activities with other departments, divisions, outside agencies and the general public.
DUTIES AND RESPONSIBILITIES
- Assist with and coordinate the daily organizational and operational services and activities for the parks, trees, shrubs, turf grass, and cemetery maintenance programs for our area.
- Work with the Parks & Grounds Superintendent and staff to identify problems; assign work activities and projects and monitor work flow.
- Assist in the review and evaluation of staff, work products, methods and procedures.
- Maintain and improve organizational and management practices thru evaluation of park, trees/shrubs, turf grass, and cemetery, maintenance policies and procedures.
- Assist with and participate in the development and implementation of goals, objectives, policies and priorities of the parks & grounds maintenance division. Identify resource needs. Assists with recommendations and implement policies and procedures for park & grounds maintenance issues.
- Assist the Superintendent in Identifying budget needs to carry out a successful parks & grounds maintenance program; forecast future needs for staff, equipment, materials and supplies, etc.
- Directly participate in a variety of activities requiring travel within the Town including staff and project supervision and inspecting various parks, playgrounds, athletic fields, greenways, planting beds, and other areas. Respond to and/or assign needed maintenance.
- Ability to recognize unsafe situations and take corrective measures; i.e. park playground equipment or tree hazards.
- Knowledge of fire control as related to fire management for Forest/Park Maintenance.
- Must be able to operate trucks, tractors, mowers, sprayers and other park & grounds maintenance equipment.
- Knowledge and supervision in preparing athletic fields for activity.
- Assist in the selection, training, motivation and evaluation of parks & grounds technician staff, identify opportunities for improving service delivery methods and procedures, review with appropriate management staff and implement improvements.
- Thorough understanding of safety procedures. Strong enforcement of safety practices.
- May assist with working with Appearance Commission, Historic Commission, and Garden Clubs.
- Must be able to utilize hand tools and light power equipment to cut, trim, and prune as necessary.
- May assist the Superintendent with planning & will directly supervise the planting, maintenance, and removal of trees on public grounds and right of ways. Assist the superintendent with design and layouts of new landscape projects as approved and funded.
- Must have knowledge of safe and proper use of equipment.
- As a part of a larger public works division, this position may be assigned to assist with duties in support of other departments as necessary.
- All other reasonably assigned duties.
EDUCATION, SKILLS AND CERTIFICATIONS
- High school diploma or GED minimum (associate degree Preferred) from an accredited college with major emphasis in park maintenance, horticulture, arboriculture, landscape design, business administration or related training to provide needed experience and knowledge to effectively carry out tasks.
- Four years of increasingly responsible experience in landscape management, parks and cemetery maintenance or related field, and some supervisory or leadership experience strongly preferred.
- Possession of valid NC driver’s license with an excellent driving record.
- Shall have / or have the ability to obtain, a National Certification as a Certified Playground Inspector.
- Shall have / or have the ability to obtain a pesticide license (ornamental and turf grass), forklift certification, and bucket truck certification.
- Must be up to date on proper pruning techniques and equipment.
PHYSICAL REQUIREMENTS
- Ability to lift 75 pounds occasionally, move over short distances, and 35 pounds regularly over extended distances and 20 pounds frequently.
- Maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include walking, standing or sitting for extended periods of time, lifting and carrying light to moderate equipment and materials and operating assigned vehicles.
WORKING CONDITIONS
- Must be available for occasional night or weekend work as directed by the Assistant Public Works Director.
- This position involves office work; but is primarily physical work and field supervision outdoors, year-round, and in all weather conditions.
- This position is considered an “ESSENTIAL POSITION”, meaning that work may be required during extreme weather events and other emergency situations.
