The Special Program Personnel Security (PERSEC) Analyst provides personnel security support in the form of submitting and tracking program access requests, manage program personnel databases, coordinating and scheduling program briefings and polygraphs, conducting debriefings, processing adverse reports, visit certifications, foreign travel reports, and providing PERSEC guidance to program cleared staff members, among other related duties. This position interacts with all levels of technical staff, program management and the executive staff. The successful candidate will develop a full understanding of 32 CFR Part 117, 5205.07 DoD Manuals Volumes 1-4, Intelligence Community Directives (ICDs), and related Industrial Security Guidance Manuals or Special Program Security directives, in support of USG compliance inspections. The role allows for a combination of in-office and remote work. In-office work will be performed from our Cambridge, MA headquarters or Reston, VA campus supporting all Draper sites.
The PERSEC Specialist demonstrates sound decision making by utilizing a collective knowledge of government policies such as and procedures and having thorough understanding of OPSEC in their own work. The PERSEC Specialist performs with limited supervision in both a team environment as well as an independent contributor.
Essential Functions:
- Disseminates and applies DoD SAP and Intelligence Community (IC) security requirements.
- Establishes and maintains liaison with external customers and program management.
- Advises and informs special programs briefed personnel in PERSEC related matters.
- Submits, tracks, and manages special program related access requests for employees to multiple programs.
- Conduct SAP nomination process (SAPNP) and Personnel Security Questionnaire (PSQ) reviews of candidates being submitted for SAP access
- Perform data entry in the Joint Access Database (JADE) and other customer databases.
- Process program related visit certifications for Draper employees who travel.
- Maintains and audits office database (SIMS, Special Program Access Request Portal, Special Program Tracker, Visitor Management System Requests (VMS) and online PERSEC records.
- Manages Continuous Evaluation (CE) program.
- Tracks Foreign Travel and Foreign Contact Reporting for special program personnel.
- Coordinates and conducts annual security education briefings.
- Submits periodic reviews for continued access, scheduling polygraphs and program briefings.
- Assists in other security areas as needed for inspections, events, and special activities.
Qualifications:
Required Qualifications:
- Associate degree and /or 2-4 years industrial security PERSEC experience in a DOD, IC or R&D laboratory environment or related area.
- Working knowledge of 32 CFR Part 117 NISPOM and SEAD 3.
- Proficient in Microsoft Office applications Word, Access, and Excel.
- Experience with DISS or NBIS
- Excellent written, verbal, and presentation communications skills.
- Recommends changes to company procedures as needed.
Preferred Qualifications:
- Bachelor’s Degree and /or 5-8 years industrial security PERSEC experience in a DOD, IC or R&D laboratory environment or related area.
- Working knowledge of ICD series, DoD 5205.07 (v1-4) and DoD 5105.21-M (v1-3)
- One year of relevant experience in industrial security, personnel security, or visitor management for SAP or SCI programs
- Working knowledge of security software such as DSX, SIMs, NISS, and SWFT
- Experience with JADE, Scattered Castles, and other USG managed PerSec databases.
Security Requirement:
- This position requires an active, current, in scope Top Secret security clearance eligibility. Candidates will be required to obtain and maintain SAP and SCI accesses and a Polygraph.
