POSITION PURPOSE:
Responsible for all Wake County Public School System (WCPSS) employee payroll deductions and employer matching to be accurately reported to the appropriate agencies based on all federal, state, North Carolina Department of Public Instruction, and WCPSS Board of Education guidelines. Manages the reporting and reconciliation process for time and effort of federally funded employees.
MINIMUM QUALIFICATIONS:
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)
- ConsiderableknowledgeofMicrosoftOffice,specificallyExcel,Word,andPowerPoint;GoogleApps;
- Workingknowledgeofbookkeepingandaccountingconcepts;
- Working knowledge of database systems with the ability to analyze and organize data;
- Strong analytical and problem-solving skills, attention to detail with a high level of accuracy;
- Effective time management skills with the ability to meet deadlines;
- Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback;
- Ability to exercise independent initiative to perform both original and recurring assignments, and exercise judgment in the absence of clear directives;
- Ability to communicate and maintain working relationships with school system employees, Department of Public Instruction, vendors, and other outside agencies.
EDUCATION, TRAINING, AND EXPERIENCE
- Associate’sdegreeinaccountingorrelatedfield;AND
- Threeyearsofaccounting,budget,finance,payrollprocess,orrelatedexperience;OR
Anequivalentcombinationofrelevanteducation,training,andexperiencewhichprovidestheknowledge,skills,and abilities necessary to successfully meet the essential duties may be considered.

- Bachelor’sdegreeinaccounting;
PREFERRED QUALIFICATIONS:
- ExperienceworkingwithOraclebasedaccountingandpayrollsystems;
- Previousexperienceinaschoolsystemfinanceorpayrolldepartment.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- AnalyzesandprocessescodechangesincludingotherDepartmentofPublicInstructionsalarycorrections.
- Processesandreconciles monthly retirement report and retirement required forms.
- Calculatesanddeductsforcourtorderedgarnishmentsandlevies.
- Examinesthegeneralledgerforpayrelatedliabilityaccountsandsubmitcorrectiveentries.
- ManagestheProjectAccountingandReportingSystem(PARS)reportingprocess.
- Calculatesemployeepayandbenefitauditstoidentifyunderoroverpayments.
- Records,tracks,andprocessespaydeductionsforsalaryoverpayments.
- Respondstoemployeeconcernsandquestionsregardingpayrollandbenefitrelatedconcerns.
- Coordinateswithotherdepartmentstoensurepayrolldiscrepanciesareresolved.
- Creates,maintains,andupdatespayroll,benefitandreportingformsandprocedures.
- Provides training to staff on payroll and benefit procedures as well as support to Lead Secretaries.
- Processespayrollrequests,includingafter-batchforms, calendarleaverequests,andpayrollactionforms.
- Analyzesspecializedin/outboundfileloadsfromandtoOracle.
- Collaborateswithteamonmeaningfulsystemenhancementsand/orrequiredchangestoprocesses.
- DocumentsallprocessandproceduralchangesintheStandardOperatingProcedures.
- Performsotherrelatedduties,asassigned.
WORK ENVIRONMENT/PHYSICAL REQUIREMENTS
Thisjoboperatesinaprofessionalofficeandschoolenvironmentandhasanoiselevelof mostlylowtomoderate.This roleroutinelyusesstandardofficeequipmentsuchascomputers,scanners,andcopiers.Theposition,attimes,mustbe able to come into direct contact with school system staff students, parents, external agencies, vendors, and the community. Work is considered light physical work, requiring the exertion of up to ten pounds of force.
