This is a highly responsible position which reports directly to the Planning Program Manager - 3 Position within the Bureau of Community Preparedness. The position serves as an emergency preparedness manager supporting the planning section’s preparedness and response activities related to COVID-19 and other emergencies. The incumbent in this position will oversee and manage all planning section (i.e., planning, training and exercising). COVID-19 funding and grant deliverables by providing direct support to the Planning Program Manager – 2. The incumbent of this position is required to be available 24 hours a day, 7 days a week for emergency situations and may be required to work outside of their assigned work schedule based upon events and/or projects.
During response events, this position will serve in the general staff role of Section Chief and any other position as directed by the Incident Commander.
Selective Criteria: This position requires extensive FEMA and other emergency preparedness training and a minimum of two years’ experience utilizing the Incident Command System – National Incident Management in real-life disaster management and emergency response operations.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
A baccalaureate degree plus four years of professional level experience in administrative services, economics, public health, public relations, social services, health services, or surveying and/or assessing health or social service programs or facilities for compliance with state and federal regulations.
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
Graduate training with eighteen semester hours in one or any combination of the following fields will substitute for a maximum of one year of the required experience on the basis of thirty semester hours for one year of experience: public health; public relations; counseling; social work; psychology; rehabilitation services; economics; statistics; experimental/applied statistics; business, public, or health administration.
A Juris Doctorate will substitute for one year of the required experience.
A master's degree in public health; counseling; social work; psychology; rehabilitation services; economics; business, public, or health administration will substitute for one year of the required experience.
Graduate training with less than a Ph.D. will substitute for a maximum of one year of the required experience.

90% Preparedness: Develops and reviews current/long-range emergency plans, policies and procedures to support preparedness, response and recovery operations related to COVID-19 and other infectious diseases. Develops and reviews grant deliverables. Works across programs to ensure the successful implementation of grant activities. Tracks funding and procurement requests related to COVID-19 funding. Develops and updates workflows to support the functionality of grant activities. As directed, serve as a liaison regarding the implementation of LDH directives regarding COVID preparedness and response. Designs, develops and implements strategies to assess and improve state-wide effectiveness of COVID-19 initiatives. Develops and participates in all relevant trainings, meetings and exercises. Writes, negotiates and finalizes contracts/MOUs to support grant activities.

Establish information requirements and reporting schedules. Assemble information on alternative response strategies.
