The ideal candidate will be responsible for

DAILY DUTIES ENTAIL

The Program Manager must have sufficient experience and authority to ensure efficient and timely project execution and must be the single focal point within the Contractor’s activity for all USXPORTS project tasks performed under this task area.  The Project Managers shall have valid current Project Management Institute (PMI) certifications.  IT Supervisors and Leads shall, at minimum, hold a valid Information Technology Infrastructure Library (ITIL) certification.

Ensures staff provides support to the U.S. Government to develop policies and standards to meet the emerging technical and mission needs of the customer and its interagency partners consistent with the DoD IT Enterprise Strategy and DoD Information Enterprise Architecture. 

Leverages project management expertise (e.g., project scope, schedule, resources) to ensure that the execution of all scope requirements and tasks related to DTSANET, ISS, and SPAN applications remain in compliance with the Performance Work Statement (PWS)

Develops and executes a Project Management Plan (PMP) that shall address O&M and USXPORTS O&M tasks (e.g., Help Desk, Network Operations, IT Security, Infrastructure, etc.), SPAN application enhancements tasks (e.g., Application Evolution, IT Security for System Enhancements and IT Security for USXPORTS Enhancements, etc.), and DTSA/USXPORTS Other Direct Cost management.  The PMP shall address the Work Breakdown Structure (WBS) and other topics for operational tasks as agreed upon by the U.S. Government Contracting Officer’s Representative (COR). 

Provides the U.S. Government with visibility to all projects and tasks related to DTSANET, ISS, and SPAN applications.

Responsible for testing, configuring, and troubleshooting hardware, software, and networking systems to meet the needs of the customer

Ensures information technology staff meet mission needs by communicating job expectations; planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees; initiating, coordinating, and enforcing systems, policies, and procedures.

Maintains staff by recruiting, selecting, orienting, and training employees, and developing personal growth opportunities.

Maintains organization's effectiveness and efficiency by defining, delivering, and supporting strategic plans for implementing information technologies.

Directs technological research by studying organization goals, strategies, practices, and user projects.

Completes projects by coordinating resources and timetables with user departments and data center.

Verifies application results by conducting system audits of technologies implemented.

Preserves assets by implementing disaster recovery and back-up procedures and information security and control structures.

Recommends information technology strategies, policies, and procedures by evaluating organization outcomes; identifying problems; evaluating trends; anticipating requirements.

Accomplishes financial objectives by forecasting requirements; preparing an annual budget; scheduling expenditures; analyzing variances; initiating corrective action.

Maintains quality service by establishing and enforcing organization standards.

Contributes to team effort by accomplishing related results as required.

DoD SECRET Clearance

DoD 8570 IAT Level II certification or higher

Minimum 4-year degree in a related IT field (or equivalent professional experience)

Demonstrated senior-level experience in the program management of Standard IT services and large software development projects. 

12+ years experience in DevSecOps engineering; responsible for securing software deployment, identifying security threats, and the configuration of network infrastructure. Knowledge in network protocols like HTTP, DNS, and FTP preferred.

One or more Cloud certifications, i.e.
• Google Certified Professional Cloud Architect
• AWS Certified Solutions Architect
• AWS Certified Cloud Practitioner
• Microsoft Certified: Azure Fundamentals
• Microsoft Certified: Azure Administrator Associate

Advanced experience required to ensure efficient and timely program execution. The Program Manager shall be the single focal point for all required program tasks performed under the PWS and be the face of Salient CRGT for day-to-day customer interactions.

Active, valid Project Management Institute (PMI) certification. The customer will also accept an accredited Master’s Degree in Program Management from an accredited University as a substitution for the PMI Certification. IT Supervisors and Leads shall, at minimum, hold a valid Information Technology Infrastructure Library (ITIL) certification.

COVID Policy: New employees will be required to adhere to the Company’s and its clients’ COVID-19 safety procedures. In the event that the COVID-19 vaccination mandate for Federal Contractors is enforced, you must become fully vaccinated or request and be approved for an exemption. Employees working onsite at a client location must comply with our client’s COVID-19 requirements

PREFERRED EXPERIENCE

Demonstrated mid- and senior-level skills in a computer-related IT field or in a Business Engineering, Management, Mathematics, or other discipline functionally related to the work assignment. 

Extensive experience maintaining large-scale computer systems, the ability to project manage, and excellent troubleshooting skills.
