Sealing Technologies, a Parsons Company, provides Cyber Security services and cutting-edge technologies to the Federal Government. As a Program Manager for one of our Security Operational Response and Detection (SORD) programs supporting the Department of Defense (DoD), you will lead a high-performing team with direct involvement with project initiation, planning, and successful execution while maintaining a cost, scope, and schedule baseline. Additionally, you will consult with engineers on the project to ensure that the overall solution being deployed meets the requirements of the program and customer.

Job duties include but not limited to:
- Define and document project scope, objectives, deliverables, and functional requirements in collaboration with internal and external stakeholders and business partners.
- Ensure all program activities, across both the technical and business perspectives, are completed under the mission Director's guidance.
- Understand, track, and articulate issues/risks items; work with responsible owners to address the items on a timely basis; update the appropriate stakeholders/ clients as needed.
- Maintain accurate program estimates, timelines, work plans, and status reports.
- Plan budgets for equipment, resources, and vendors.
- Design and implement processes to monitor and control resources, budget, risks, and quality.
- Measure project performance using appropriate tools and techniques.
- Assists with proposal writing and business development as needed.
- Applies significant knowledge of industry trends and developments to improve service to our clients.
- Serves as the contractor's single contract manager and shall be the contractor's authorized interface with the Government Contracting Officer (KO), Government management personnel, and customer agency representatives.
Minimum Qualifications:
- 12+ Years of Program Leadership, Management, or directly related experience in an IT environment, including financial management, schedule management, risk management, scope management, and staff planning.
- Experience with leading a team of skilled engineers, architects, and test engineers.
- Excellent written and oral communication skills, developing and managing executive-level documentation, reports, whitepapers, proposals, and briefings.
- Experience with various system engineering lifecycle methodologies including waterfall, spiral, and Agile.
- Experience with analyzing program-specific financial metrics to conduct accurate forecasting, projections, and monitoring actuals against plans.
- Excellent client-facing and internal communication skills to lead discussions with various stakeholders to conduct strategic planning, define business objectives, prioritize goals, and mitigate risks.
- Proven organizational skills including attention to detail and multitasking skills with a successful record of delivering large scale, complex, enterprise-wide systems, and solutions.
- Strong working knowledge of JIRA, Microsoft Project, MSTeams, and other Microsoft Office Suite applications
- BS/ BA in related field
- PMP certification
- US Citizen
- TS/SCI Clearance
- Ability to travel to customer locations as necessary
Preferred Qualifications:
- Deep experience of Defensive Cyber Operations, cyber technologies, and capabilities including tool integration.
- Experience with RMF, Training, Testing, and Sustainment
- Experience with RHEL, Rancher, Elastic Search, ansible
- Possession of excellent written and verbal communication skills
- Experience working in the DoD sector
This role has an internal job title of Program Manager III, or IV with a general base salary range of $130k to $182k. While this salary range (aligned with current national standards) may be broader, we are specifically targeting $160k to $180k for this position, set in line with internal benchmarks.
Actual pay will be adjusted based on an individual's skills, experience, education, and other job-related factors permitted by law. In addition to the anticipated salary, one will have the opportunity to qualify for bonuses.
