Job Description Summary:
Oversee the internet access and digital equity program and the individual projects comprising the program, which include: coordinating initiatives defined and to be defined through a Digital Equity Plan to include but limited to extending affordable broadband services to low income and disadvantaged housing, providing for telehealth, education and employment services to those benefiting from the affordable broadband services, coordinating supporting initiatives across the County.
Responsibilities And Duties - Institutional Fiber Network Take responsibility for details of project oversight, including: Project planning, including identifying, assessing, and minimizing risks Coordinate between colleagues, vendors/consultants, and stakeholders Creating documentation to solicit stakeholder support, clearly delineate project deliverables, and communicate project goals to potential funders. Act as a liaison between the internal and external stakeholders to: Ensure that stakeholders understand the project and its benefits & costs Ensure that the stakeholder needs and concerns are understood Work with stakeholders to ensure that project design and implementation serves stakeholder needs Organize working committee of appropriate members to provide governance over aspects of broadband oriented projects
Conduct research/data collection as needed:
Conduct research (literature review, conducting interviews) to understand options and challenges for utilization of County fiber network (ConnectArlington) as well as possible associated wifi/cellular pilot networks Gather data about resources to share with possible project partners/vendors Write Request for Proposals for provision of broadband internet services both wired and wireless intended for both non-profit and for profit potential providers. Draft and recommend policy changes to support implementation, maintenance and expansion of affordable broadband services
