The Commonwealth of Pennsylvania’s Office of Administration is seeking a skilledSenior Program Manager to lead and oversee a critical Human Resources projectwithin our organization. The Human Resources Department plays a crucial role inmanaging the state government's workforce efficiently and effectively, ensuringthat employees are supported, engaged, and able to contribute to the delivery ofessential services to the residents of Pennsylvania.The Senior Program Manager will be responsible for planning, executing, anddelivering Human Resource projects on time, within budget, and according tospecifications. This role requires strong leadership, communication, andorganizational skills, as well as an understanding of SAP. The ideal candidatewill possess a unique blend of technical expertise and project management skillsto lead the planning, design, and implementation of complex IT solutions. Inthis role you will be responsible for aligning business objectives withtechnical solutions while overseeing the entire project lifecycle.Location: This is a remote position, with occasional travel to our Harrisburgoffice for meetings, as required.Hours: Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minutelunch.Key Responsibilities:Develop comprehensive project plans outlining objectives,timelines, roadmap,resources, and deliverables.Coordinate project activities, allocate resourceseffectively, and monitorprogress against established goals.Identify potential project risks and implement mitigationstrategies to minimizedisruptions.Collaborate with key stakeholders across multiple agenciesand cross-functionalteams to develop and refine the current state model anddefine the transition tothe future state model.Communicate project updates, milestones, and challenges tostakeholders, ensuringalignment with organizational objectives.Prepare and present regular status reports and updates tostakeholders, ensuringalignment with organizational objectives andcommunicating milestones andchallengesSolicit feedback and input from stakeholders to informproject decisions anddrive continuous improvement.Analyze and prioritize requirements to ensure alignment withbusiness goals andobjectives.Provide leadership and guidance to project teams, fosteringa collaborative andproductive work environment.Required Knowledge, Skills, and Abilities:Strong interpersonal and communication skills to effectively engage withstakeholders at all levels, including executives, project sponsors, end-users,and technical teams.Highly organized with strong attention to detail and the ability to managemultiple priorities simultaneously.Proven track record of successfully managing complex IT projects, preferablywith experience in SAP reporting solutions.Basic understanding of SAP system architecture and relevant SAP softwaresolutions, such as SAP ECC, S/4HANA, and SAP SuccessFactors.Ability to create detailed project plans, set milestones, and manage scheduleseffectively.Strong analytical and problem-solving skills.Experience in conducting business process analysis, gap analysis, andrequirements gathering.Demonstrated ability to lead project teams, manage resources, and deliverprojects on time and within budget.MINIMUM EXPERIENCE AND TRAINING:Four years of experience in leading complex IT systems development orimplementation projects and a bachelor's degree; orAn equivalent combination of experience and training that includes four years ofexperience in leading IT systems development or implementation projects.Preferred QualificationsITIL Foundations certificationPMP certification
