The Joint Test and Evaluation (JT&E) Joint Program Office (JPO) Support Services Contract requires a Program Manager/Technical Lead to serve as the primary point of contact for Tatitlek Federal Services Inc. The contractor will assist in on-boarding new contract personnel, resolving issues in a timely and efficient manner, coordinate with Component Office customers, provide for oversite of contract personnel, & provide monthly/adhoc reporting.
DUTIES AND RESPONSIBILITIES:
The Program Manager shall perform the below tasks to include, but not limited to, the following:
- Assist in on-boarding new contract personnel.
- Resolve issues in a timely and efficient manner.
- Coordinate with Component Office customers.
- Provide for oversite of contract personnel.
- Provide monthly/adhoc reporting.
- Assist with advanced operations research, mathematics, and statistics as applicable to DoD operational testing and evaluation.
- Provide technical advice in support of developing problem statements, test issues, measures, and applying analytical methodologies.
- Assist in setting up contract personnel travel & training.
- Assist in the implementation of program plans, schedules, budgets, and performance standards.
- Coordinate and manage all aspects of the program, including technical, financial, and administrative tasks.
- Work closely with government-site company personnel to ensure that all program objectives are met and that the program remains on schedule and within budget.
- Act as the point of contact for all internal and external stakeholders.
- Monitor and report on program progress and identify and resolve any issues that arise.
- Ensure compliance with all government regulations and contract requirements.
- Maintain a strong understanding of the latest innovation technologies and trends and identify opportunities for program growth and improvement.
- Monthly Status Reports: The contractor will provide monthly reports to the COR
- Adhoc Reports: The contractor will render reports on an adhoc basis.
REQUIRED SKILLS:
EDUCATION AND EXPERIENCE:
- Possess a TS/Sensitive Compartmentalized Information (SCI) Security Clearance.
- Experience with advanced operations research, mathematics, and statistics as applicable to DoD operational testing and evaluation.
- Experience in providing technical advice in support of developing problem statements, test issues, measures, and applying analytical methodologies.
- Ten years of experience in T&E. OT&E experience is preferred.
SKILLS, KNOWLEDGE AND ABILITIES:
- Ability to read, write, speak, and understand English.
- Demonstrated Proficiency in the MS Office suite.
- Ability to multi-task and effectively prioritize business needs and issues.
- Follow-up, follow-through, and project management skill required.
- Extensive knowledge of federal and state safety regulations.
- Demonstrated strong time management, planning and project management skills.
- Proven ability to interface with all levels within an organization.
- Must be skilled in developing positive customer relations skills.
DESIRED SKILLS:
- Experience with joint exercises process and the Joint Event Life Cycle (JELC).
- Experience with M&S to aid in developing and testing TTPs through Distributed Interactive Simulation (DIS) networks as part of a Joint Live, Virtual, and Constructive (JLVC) environment.
- Experience consulting on Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) issues and techniques for inclusion in the design, development, and planning of JTs and evaluations.
- Minimum of eight years of experience in Program/Project Management.
- One of the following: PMI Program Management (PgMP), PMI Project Management Professional (PMP).
