Job/Position DescriptionThe Texas Health and Human Services Commission (HHSC) Medicaid CHIP Services (MCS) division seeks a highly qualified candidate to fill the position of Program Supervisor VI. MCS is driven by its mission to deliver quality, cost-effective services to Texans. This position makes a significant contribution to MCSand#146;s mission by providing highly complex consultative and technical assistance for the Intellectual and Developmental Disabilities Program Eligibility and Support (IDD PES) unit. The ideal candidate thrives in an environment that emphasizes teamwork to achieve goals, excellence through high professional standards and personal accountability, curiosity to continuously grow and learn, critical thinking for effective execution, and integrity to do things right even when what is right is not easy.The Program Supervisor VI reports to the Manager of Home and Community-based Services (HCS), Texas Home Living (TxHmL), and Intermediate Care Facilities for Individuals with an Intellectual Disability or Related Conditions (ICF/IDD) within IDD PES and works as a team member and supervisor to support unit functions. The IDD PES team is responsible for ensuring eligible Texans are enrolled in programs serving individuals with intellectual and/or developmental disabilities. These programs include: HCS, TxHmL, Community Living Assistance and Support Services (CLASS), ICF/IID, and Community First Choice Non-Waiver (CFC NW). IDD PES staff authorize and verify programmatic eligibility for the listed programs. In addition, IDD PES staff process enrollments, transfers, suspensions, and terminations for HCS, TxHmL, and CLASS and coordinate and attend Fair Hearings.As a supervising team lead, work involves supervising the daily workflow for unit staff and coordinates unit activities to ensure program deliverables occur within prescribed timeframes for the Home and Community-based Services (HCS) and the Texas Home Living (TxHmL) programs. Responsibilities include performance and management of the following: supervising staff, developing and monitoring unit procedures, planning and delegating unit coverage, assisting and coordinating staff training, representing HHSC in fair hearings, participating in monthly Local Intellectual and Developmental Disability Authority (LIDDA) webinars, responding to legislative and other external inquiries, performing quality oversight activities of unit processes with the unit manager, and other activities as assigned. The supervising team lead will routinely represent the IDD PES in meetings with stakeholders, other HHSC departments and/or HHS agency employees.Essential Job FunctionsWorks collaboratively across MCS to identify innovative and effective solutions. Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.Conducts routine monitoring and analysis of unit deliverables related to HCS and TxHmL activities. (25%) Selects, supervises, and evaluates staff performance of 8 Program Specialists. Ensures adequate coverage and serves as backup to meet program needs.
