About the Job
San Mateo County Health is seeking a well-qualified individual for the position of Public Health Clinical Services Manager - STI/HCV/HIV/TB Programs. This high-level manager will plan, coordinate, implement and manage activities of County-wide public programs and services; recommend, develop, implement and evaluate goals, objectives, policies and procedures; provide highly complex staff support to senior level management; supervise assigned staff and, in conjunction with the Health Officer, supervise physician controllers for Sexually Transmitted Infections (STI), Human Immunodeficiency Virus (HIV) and Tuberculosis (TB); ensure that medical and program staff adhere to required guidelines and best practices; serve in a leadership role with a wide range of internal and external agencies and groups to respond to public health issues.
There is currently one regular vacancy within the Public Health, Policy & Planning Division located in San Mateo, CA. This position will travel/drive within the County to perform duties of the job.
The STI, Hepatitis C (HCV), HIV program and the TB program are responsible for identifying, preventing, and treating affected individuals and families in San Mateo County. These programs provide comprehensive, community-based prevention and testing services, STI/HCV/HIV monitoring and control, and linkage to care support. In addition, the program provides priority TB prevention and control activities to help those with TB disease and protect the health of the public.
This manager reports to the Director of Public Health, Policy & Planning and currently directly supervises six staff and manages a team of 25 licensed and non-licensed staff.

The primary responsibilities include, but are not limited to, the following:
- Plan, direct, monitor and evaluate the effectiveness of the Disease Control and Prevention activities of the Public Health, Policy & Planning Division including needs assessment, program design and planning, implementation, evaluation and regulatory enforcement.
- Manage County-wide services for STI/HCV/HIV and TB programs and staff; supervise physician controllers in conjunction with the Health Officer.
- Direct, coordinate, and participate in the development and implementation of program goals, objectives, policies, procedures and priorities that balance both mandated services and public health needs.
- Consult with management and medical staff on relevant program issues, develop alternative strategies for meeting public health needs and assist in the implementation of solutions as necessary.
- Proactively identify prevention measures, such as STI/HCV/HIV and TB education and testing, to prevent increased incidences of disease within the County.
- Oversee clinical monitoring of diseases that are identified as public health concerns.
- Serve in a leadership role with a wide range of internal and external agencies and groups to respond to public health issues and emergencies.
- Ensure accurate and timely media interaction and coverage on public health issues.
- Participate in state and national surveillance efforts to ensure emerging diseases are assigned appropriate risk considerations and monitored appropriately.
- Provide highly complex staff assistance to senior level management and act as liaison with internal and external advisory boards, commissions, regulatory bodies, and related committees to ensure that appropriate policies, guidelines and practices are followed.
- Represent the County on various internal and external associations, committees, boards, and so on, related to disease control and prevention.
- Ensure that programs are funded with adequate resources to maintain mandated and expected levels of service.
- Maintain effective working relationships with a wide variety of public and private organizations such as internal and external county departments, external government agencies, community-based organizations, and private contractors.
- Negotiate or participate in negotiation of contracts with outside vendors, consultants or organizations; monitor and evaluate related fiscal and legal liabilities.
- Prepare, administer and monitor approved budget to ensure the accomplishment of objectives within budget restrictions.
- Through direct and indirect supervision, select, supervise, train and evaluate staff.
The Ideal candidate will possess:
- At least three years of experience in disease control and surveillance. Experience particularly in prevention, treatment, and control activities related to these infections: STI, HCV, HIV and TB.
- Experience in managing grants across multiple programs from multiple funding streams, including federal and state grants.
- Experience and knowledge of legal authority of public health practices, and the ability to make program decisions and policies based upon the legal authority.
- Excellent written and oral communication skills, with the ability to use data visualization, graphic and social media tools.
- Experienced with analyzing and presenting data in ways that are easily understandable for a diverse array of audiences.
- Experience as a manager, coach, and leader with a track record of supporting programs and staff and motivating teams with humility to achieve equitable goals and objectives.
- Experience working with elected and appointed officials, high-level organizational leaders, and community-based leaders and is politically astute.
- Experience developing solicitations for services; developing, implementing, and monitoring contracts; as well as grant administration.
- Experience analyzing surveillance data in order to make programmatic decisions, including awareness of impacted populations within the community.
- Experience implementing harm reduction principles throughout programmatic services.
- Experience working within a management team consisting of licensed providers and non-licensed managers.
- Ability to use critical thinking skills to draw upon knowledge base in order to address issues that arise within service delivery systems.
- Strong personnel management skills and ability to maintain a leadership position for multiple teams and disciplines.
