About the Job
The applicant shall serve as a technical authority, subject matter expert, and point of contact for communications issues, and shall not act as an agent or employee of the Government. The applicant shall coordinate closely with organizational subject-matter-experts to ensure communication materials convey accurate and timely content. The applicant shall support executive engagements with both internal and external audiences, including those at top-levels of Government.
The applicant shall integrate daily internal activities by developing, documenting, and following the established office management and administrative procedures outlined in the Standard Operating Procedures contained within the organization. The applicant shall conduct near- and long-term strategic planning and strategic communications with organizational leaders and other parties such as Department of the Army offices, Assistant Secretary of the Army (Acquisition, Logistics, and Technology (ASA(ALT)), external PEOs, stakeholders, and applicable Government contractors.
The applicant shall plan, direct, and execute strategic communication campaigns for the organization. The applicant shall ensure that communications campaigns are based on a clear understanding of the targeted audience and convey organizational direction and guidance. The applicant shall design messages to reach and connect with the desired audience in a compelling format and select the right mix of channels to obtain the desired exposure and outcomes. The applicant shall measure communication results and incorporate refinements into future communication strategies.
The applicant shall plan, develop, and execute organizational, program-specific Strategic Communication Plans based on organizational leadership guidance, and brief plans to senior leaders including ASA(ALT) and Office of the Chief Legislative Liaison.

Required Skills:
Due to the sensitivity of customer related requirements, U.S. Citizenship is required.
Ability to obtain security clearance.
Master's degree in a specialized field plus a minimum of 6 years of applicable experience or, a bachelor's degree in the specialized field plus 8 years of applicable experience; or, a Associates degree plus 10 years of experience, or a High School Diploma with 16 years of experience.
Specialized Degree Field: Communications/Public Affairs or related field.
Specialized/applicable experience must be in the area of Communications/Public Affairs or related field.
Seven cumulative years of applicable work experience (within the last 10 year period) in public communications/public affairs or related field.
Five years’ experience supporting tracked/wheeled combat vehicle program(s) valued in excess of $480 Million (ACAT I) in a role supporting media questions and public affairs processes.
Five years’ experience supporting a Major Army Weapon System valued in excess of $185 Million (ACAT II) and Army Public Affairs staff procedures.
Five years’ experience within the DoD or an Army PEO/PM in a position required to interface and coordinate with higher-level Department of Defense public affairs staff agencies, specifically: ASA (AL&T) and Office of the Chief Legislative Liaison (OCLL) and Office of the Secretary of Defense (OSD).
Five years' experience utilizing Microsoft Office Suite (Outlook, Word, Excel, and PowerPoint), and Adobe Acrobat.
