Job purpose
This position is responsible for the oversite of operations in the Public Works Department under the guidance of the Project Manager.
Duties and responsibilities
+ Supervise Staff under the guidance of the Project Manager, including organizing, interviewing, recommending selection, training, evaluating work, and counseling, disciplining, and recommending termination.
+ Collaborate with management to develop short and long-range plans relating to budgeting, personnel, and equipment; oversee implementation of plans.
+ Provide advice to subordinates on technical and managerial application of codes and state and federal laws applying to their area of responsibility; ensure compliance with applicable codes, ordinances, laws and safety standards by departmental personnel.
+ Oversee and perform public relations and customer service, responding to citizens and outside agencies regarding matters relating to the Public Works Department.
+ Oversee maintenance of facilities, grounds and equipment of responsibility, ensuring compliance with departmental and company standards.
+ Prepare and present reports on technical and legal issues; prepares periodic and special reports on departmental activities and makes presentations.
+ Attend staff meetings to exchange information; attends approved in-service training and technical or professional classes to improve technical or professional skills.
+ Attend safety classes, reinforce and comply with company safety policies
+ Work harmoniously with ESG employees and the public and comply with ESG policies
Qualifications
Bachelor’s degree with a major in Engineering, Science, Business or Public Administration and seven years of progressively responsible experience in one of our business lines. Any combination of education, experience and training which provides the required knowledge, skills and abilities. Must have a valid state driver’s license and meet minimum driving standards.
Knowledge of:
+ Requiring responsibility and opportunity for achieving major economies and/or preventing major losses through the management of a moderate-sized department.
+ Basic algebra calculating variables and formulas, and/or basic geometry, calculating plane and solid figures; may compute discounts, interest, ratios and proportions, and percentages.
+ Requiring decision-making affecting most segments of the organization and the general public; work in a highly dynamic environment with responsibility for achieving goals and objectives.
+ Making decisions with moderately serious impact - affects work unit and may affect other units or citizens.
Skill in:
+ Directing others in major events and reports on activities and results.
Ability to:
+ Instruct and/or train others through explanation, demonstration, and supervised practice, or by making recommendations based on of technical disciplines.
+ Supervise the handling of machines, tools, equipment or work aids involving some latitude for judgment regarding attainment of a standard or in selecting appropriate items.
+ Read and interpret professional materials; write complex reports and papers; speak to professional groups.
+ Perform work involving the application of logical principles and thinking to solve practical problems within or applying to a unit or division of the organization; continuous, close attention for accurate results and frequent exposure to unusual pressure.
Working conditions
While performing the duties of this job, the employee may be exposed to extreme heat and/or cold, wet or humid conditions, bright and/or dim light, dust or pollen, intense noise levels, vibration, fumes or noxious odors. All required safety standards shall be adhered to mitigate risk from moving mechanical parts, electrical shock, heights, blood-borne pathogens, traffic, animals and wildlife, toxic or caustic chemicals, and other identified hazards.
Physical requirements
This position requires frequent standing, kneeling, bending and climbing. The employee must be able to use hands to operate and manipulate tools and equipment. This position may require very heavy physical exertion including the ability to lift over 50 pounds and exert over 100 pounds of force.
The employee must be willing to work non-standard and overtime hours as required.
The position requires normal visual acuity and field of vision, hearing, and depth perception.
