Starting Pay Range: $66,372 to $71,905
Job Summary
The Purchasing Manager manages various aspects of purchasing and accounts payable.
Essential Functions and Responsibilities
The following duties are primarily performed and are essential for this position. Employees are expected to be able to perform each of these job duties satisfactorily and successfully with or without reasonable accommodations to be qualified for the position. Purchasing Coordination/Support:
Provides support services, coordination, and direction to departments and vendors related to the purchasing process, reviews and places orders and processes purchases, resolves issues, vendor recommendation, contracts and services agreement review/renewal, requests bids.
Credit Card Program:
Manages and expands credit card program: contacts new vendors for possible payment with credit card, processes a multitude of credit card payments, enters payments into Great Plains, verifies payments with credit card statement, manages vendor credit card excel spreadsheet.
Invoices:
Assists/backs-up Accounts Payable Coordinator and other staff with invoice review, processing, issues, and questions.
Phones and Internet:
Manages billings, including payments/ issues/errors. Manages new cell phone service, purchases, replacements.
Amazon Account Administrator:
Maintains, manages, monitors account. Adds authorized users, monitors purchases, places orders, prints and enters orders into accounting system.
Purchase Orders:
Creates, approves, reviews, sends to vendors, checks for approved proposals or quotes, requests budgetary approval, closes out open PO’s at year end.
New Vendors:
Requests W-9’s, provides sales tax exempt certificate, vendor set-up in GP, opens new vendor accounts, completes credit applications as requested.

Minimum Education Qualifications
Education and/or Experience Requirements:
- Bachelor’s Degree.
- Two to three years of experience in Municipal Purchasing environment preferred.
Licenses, Certifications, and Other Requirements:
None.
Minimum Knowledge, Skills, and Abilities Qualifications
In order to perform the functions and responsibilities of the position (listed above) the following knowledge, skills, and abilities are essential.
- Knowledge and ability to apply State and Federal Payroll Laws.
- Knowledge of purchasing related accounting.
- Knowledge of Crystal Reports and Microsoft Access.
- Proficient in Microsoft Office.
- Experience using KRONOS, Dynamics GP and Green Shades.
- Ability to resolve complicated complaints, inquiries and issues involving purchasing.
- Ability to communicate effectively in both oral and written form.
- Ability to meet stringent deadlines, establish work priorities and operate in a fast-paced environment.
- Ability to provide work direction, establish and maintain effective working relationships.
- Ability to trouble shoot, develop reports and extract data.

- Prolonged periods of sitting and working on a computer.

Work Environment
