Essential Roles and Responsibilities:
- Ensure project goals are achieved within the given timeframe and budget.
- Use Government QC (Quality Control) Management Systems (RMS &/or eCMS), prepare and submit Quality Control Project Plan including therein all Definable Features of Work, inspection requirements, testing plan, detailed submittals register that is the edited version of the Government-Provided sample (or preliminary) submittals register. Include on the submitted submittals register a detailed SCHEDULE of all required submittals. Prepare appropriate, targeted field forms associated with this Plan.
- Ensure compliance with Submittal requirements, including drafting, submitting, and maintaining submittal logs, tracking review/approval/resubmittal, and review of technical submittals as required based on subject matter expertise.
- Schedule and coordinate all Special Inspections. Schedule and coordinate all supplemental QC staffing required to meet contract inspection and testing requirements.
- Prepare and submit RFIs using the Government QC Management Systems (RMS &/or eCMS), as may be required.
- Implement field 3-phase Quality Control process in accordance with USACE Construction Quality Management for Contractors training.
- Host periodic (weekly and monthly) QC Progress Meetings with client, to include complete agenda and meeting minutes.
- Document scheduled activity start and stop dates in QC daily reports and within the Government QC Management Systems (RMS and/or eCMS). Coordinate with Bristol P6 CPM scheduling team and provide the scheduler with the required activity start/stop dates and monthly logic changes (if any) that are required for the monthly schedule update submission. Prepare and submit monthly schedule update submittal package using Government QC Management Systems (RMS and/or eCMS).
- Prepare and submit monthly QC reports and monthly progress billing supporting documentation packages required using Government QC Management Systems (RMS and/or eCMS).
- Document field quality deficiencies, and track via Deficiency Log through closeout.
- Build and lead a QC team of subject matter experts to execute successful job specific QC programs.
- Complete targeted Daily Quality Control Reports, notes of Preparatory and Initial Phase meetings, and reports of deficiencies. The focus must be on features of the work inspected and tested and the results of those inspections/testing, not field productivity.
- Report the status of quality program implementation to the Corporate Director of Quality Control, with copies to PM and Site Superintendent.
- Based on experience and expertise, assist project team in resolving outstanding quality concerns. Troubleshoot and problem solve as required on all projects.
- Qualified applicants must have a proven track record of meeting production, quality, and customer service standards in a fast-paced construction environment.
- Other duties as assigned.
Knowledge, Skills, and Abilities:
- Ability to pass a security clearance.
- Skilled in management of contractors, and appropriate experience and expertise implementing inspection and testing programs for remediation and construction projects.
- Skilled in written and oral communication.
- Ability to problem solver.
- Skilled in building and maintaining relationships with Federal clients.
- Ability to gather and analyze data, reason logically and creatively, draw conclusions and make appropriate recommendations.

- Skilled in interpersonal communicate to assist staff and clients.
- Knowledge of and proficient in the use of USACE RMS system required.
- Skilled with Microsoft Excel and Word.
- Ability to perform tasks in a safe and responsible manner.
Required Qualification:
- High school diploma or GED is required.
- Minimum of five years recent experience as a Project Manager, Project Superintendent, Construction Manager, Project Engineer/Scientist or Quality Control for USACE or NAVFAC projects.
- S. Citizenship is required.
- Certification in USACE Construction Quality (or be able to obtain renewal certification within 30 days if applicant has prior certification in USACE Construction Quality that is expired) is required.
- Current B2 Commercial Building Inspector certification from ICC (International Code Council) or be able to obtain renewal certification within 30 days if applicant has prior B2 Commercial Building Inspector certification from ICC is required.
- OSHA 30-Hour Construction Industry Safety Training certification with OSHA wallet card (or be able to obtain within 30 days for applicants that meet all other requirements) is required.
- Current First-Aid and CPR certification from American Red Cross or be able to obtain renewal certification within 30 days if applicant has prior First-Aid and CPR certification.
- Valid driver's license is required.
Preferred Qualifications:
- Associate or bachelor's degree in engineering, Architecture or Construction Management is preferred.
- Bachelor's degree in engineering, Architecture, or Construction Management. Documented field and office experience on federal construction projects using USACE RMS system is preferred.
- Prior experience with USACE and/or NAVFAC construction projects in role as primary or alternate QCM, SSHO, and/or Site Superintendent is preferred.
- Minimum of five years Federal Government/Military experience. Demonstrated experience reading plans and specifications is preferred.
