The Urban League of Metropolitan St. Louis, the leading champion of empowerment and opportunity for African Americans and others throughout the region in securing economic self-reliance, social equality, and civil rights, is seeking a highly motivated individual with a passion for helping others to join our team as a Regional Director of Facilities.
The position is responsible for facility project management and day to day facility activities of the agency including occupancy services, intrusion and fire alarm systems, capital improvement, preventive maintenance.
Responsibilities include:
- Serve as the liaison between the agency and rental property management companies.
- Quarterly meetings with property management, reviewing occupancy status, tenant rent payments and all related property concerns including onsite visits and property inspections.
- Manage tenant services including tenant selection, lease execution and onsite inspections and tenant concerns.
- Collect rent and other property fees from tenants and individual owners.
- Report the property's financial status, occupancy and expiring leases to Controller.
- Meet potential tenants, showing them the property and assessing their applications in accordance with anti-discrimination laws and facility grant requirements.
- Advertise vacant properties and hiring a leasing agent to find tenants as needed.
- Inspect properties and arranging for repairs and new materials as required.
- Assist Maintenance Director and Controller with arranging contracts for maintenance, trash removal, landscaping, security and other ongoing services and managing disputes with these service providers where appropriate.
- Investigate and resolve property complaints and rental violations.
- Collaborate with all stakeholders to ensure that service needs are appropriately addressed in a cost-effective manner, including providing applicable financial data for program budget considerations.
- Ensure facilities are maintained in compliance with all codes, regulations, permits, state licensing requirements.
- Assist Controller and Maintenance Director with negotiating, executing and coordinating contracts for facility related procurement, including but not limited to, outsourced cleaning services, materials, supplies, inventory and HVAC Contracts.
- Complete all mandated facility energy reports.
- Execute and maintain an adequate security program for all facilities.
- Create, maintain and execute all emergency evacuations, safety, and continuity of operation plans for all facilities.
- Coordinate facility inspections.
- Provide strategic financial analysis and modeling to reduce overall operating costs during, but not limited to, the forecasting and budget-setting process.
- Analyze, interpret, and communicate cost and expense variances to the Controller.
- Assist Controller with developing and maintaining facilities' financial data relating to the operating cost, utilization and condition of building space.
- Maintain appropriate contract files, in auditable conditions to support all procurements in compliance with government contracting requirements.
- Respond to or coordinate responses to intrusion and/or fire alarms.
- Other assigned duties which include lifting, walking, standing for extended periods of time.
The ideal candidate will have:
- Requires a minimum of five (5) years of experience in Physical Plant /Facilities and/or Real Estate Housing management to include management of multiple sites.
- Knowledge of modern janitorial methods, materials, and equipment; principles of sanitations and safety in janitorial work; proper use and care of mechanical cleaning equipment; principles of supervision; and employee selection and training.
- Experience with budgets, contract negotiations, reading, interpreting and applying required professional, technical and government regulations.
- Ability to preparing work specifications, securing estimates and bids, negotiating contracts, and monitoring construction/repair work of contracts.
- Experience in reading and interpreting design development and working drawings.
- Ability to operate assigned equipment, including office computers.
- Knowledge of standard safety precautions necessary in the workplace.
- Ability to make minor repairs to building and equipment.
- Ability to keep routine records and make reports.
- Excellent communication skills, both written and verbal.
- Organizational and time-management skills.
- Must possess a valid Driver's License with reliable transportation.
