Job Description
POSITION TITLE: Regional Human Resources Manager
DIVISION: Administrative
SUPERVISOR: Senior Director, Human Resources
CLASSIFICATION: Exempt
PURPOSE:
Assist with the development and implementation of organizational initiatives, and policies and procedures. Develop and communicate initiatives to provide ethical standards for staff and business development. Maintain communication of personnel changes within the agency through the management of the HR communication processing systems. Provide employment support to staff by assisting with practical implementation of consistent HR practices.
KEY AREAS OF RESPONSIBILITY:
- Assist supervisory staff and agency departments with employee relations matters and personnel issues; and in the development/revision of department policies and/or procedures as requested.
- Ensure consistency of policy application within the Region.
- Maintain agency compliance with benefit and employment-related state and federal laws including HIPAA, ERISA, ADA, FMLA, Title VII and FLSA.
- Maintain a working knowledge of these laws, worker’s compensation and benefit plans.
- Oversee management of workers’ compensation matters, including all OSHA related functions within the Region. Responsible for cooperating with workers’ compensation third party vendors.
- Tasked with maintenance of a comprehensive return to work program.
- Respond to initial unemployment insurance claims. Initiate and participate in the appeal process as warranted.
- Oversee management of Regional Human Resources functions, including preparing responses to allegations of employment misconduct, personnel situations, policy review and other issues as needed.
- Maintain an ongoing thorough knowledge of personnel-related federal and state legislation through self-study and continuing education attendance. Apply that knowledge to agency issues appropriately.
- Guide and maintain regional strategic and operational plans related to all relevant program and service areas.
- Implement and maintain an annual outcome measurement system.
- Prepare short and long term goals to meet the needs of staff.
- Prepare and monitor annual program budget and plan for revisions as required by changes in markets and funding resources.
- Assess staff needs and recommend strategies for appropriate program expansion.
- Maintain confidentiality of persons served.
- Supervise Regional HR Department staff.

- Participate in survey/audit preparation as needed (i.e., CARF, BQIS, etc.).
- Represent departments, as directed, at agency functions and community relations.
- Attend/request related training as authorized, including staff meetings as scheduled.
- Must possess excellent telephone skills.
- Ability to effectively operate equipment such as a scanner and copier and have a working knowledge of computers and related software (i.e. Microsoft Office)
REQUIREMENTS:
- Bachelor’s degree in Human Resources, Business Administration, or related field highly preferred; High School Diploma required.
- Prior HR, staffing or recruiting experience preferred.
- SHRM or other HR Certifications preferred.
- Must have excellent oral and written communication skills and maintain confidentiality with sensitive information.
- Maintain a valid Indiana driver’s license, insurance on personal vehicle (minimum of PLPD with medical liability coverage), and maintain insurability as defined by the agency liability insurance carrier.
