DCR continues to improve the vital connection between people and the environment. *_Job Opening_:* The Department of Conservation and Recreation seeks applicants for the position of Regional Pool and Waterfront Safety Manager, North Region, Program Manager IV. Specific Duties The Regional Pool and Waterfront Safety Manager is responsible for recruiting, hiring, training and managing seasonal lifeguards, pool and waterfront supervisors and staff (within their respective geographic region of the Bureau of Pool and Waterfront Safety). Under the direction of theAssistant Bureau Director, Pool and Waterfront Safety (PWS) manager is tasked with coordinating and monitoring the rigorous high-quality training and certification program for lifeguards, waterfront and pool staff. PWS manager ensures all pools and designated swimming areas (DSA) are operated in compliance DCR policies, Mass DPH regulations as well as the Bureau of Pool and Waterfront Safety’s/Designated Swimming Area and Pool Standard Operating Procedures Manual./ The PWS manager works with DCR’s Design and Engineering Division and Regional Operations staff to ensure pools and designated swimming areas are properly prepared to open, operate and close seasonally. This manager is responsible for monitoring and supervising the day-to-day operation and maintenance of pools and designated swimming areas during the season. The PWS manager supports the Bureau’s mission to provide a safe and high-quality visitor experience at pools and designated swimming areas across the Commonwealth’s State Park System. This manager is required to visit these facilities during hours of operation to monitor for compliance. From Memorial Day to Labor Day, the PWS manager shall be required to work at least one weekend day and be on call to respond to emergencies. Frequent travel within their geographic region is required. The PWS manager supports the Bureau Director of Waterfront and Pool Safety (DWPS),Assistant Bureau Director, and Director of the Learn to Swim (SWIM) program in development and implementation of Bureau policies, standard operating procedures, and systems to guide pool and waterfront safety and programs at the Department’s designated swimming areas comprised of coastal beaches and inland waterfront areas, swimming pools, wading pools, spray decks and splash pads. The PWS manager provides direct supervision to the Regional Recreational Facility Supervisor (RFS) IV’s and direction to the RFS III’s and II’s, lifeguard II’s and I’s, Recreational Facility Service Workers, and Summer Workers. PWS manager supports DCR’s learn to swim programs and ensures programs have the staff and resources required to operate. This manager supports the Bureau Director, Assistant Bureau Director and Director of SWIM to identify training and certification needs and monitoring pre-employment and in-service training for compliance. The PWS manager is an Instructor/Trainor of the red cross Lifeguard certification, CPR for the professional rescuer, waterfront safety module, and WSI/learn to swim. The manager also identifies needs of pool and waterfront staff for the following trainings - Certified Pool Operator/PPM , Lifeguard Certification and Recertification, Swim Instructor Certification, and First Aid, CPR and AED training. The PWS manager shall be a subject matter expert on lifeguard, pool and waterfront operations and must be willing to have strong working knowledge of both the Department’s and Department of Public Health’s CMR’s relative to operation of pools and waterfronts in the Commonwealth. *PREFERRED QUALIFICATIONS* -Knowledge of laws, regulations and industry standards and best practices governing lifeguard, waterfront and pool operations. -Knowledge of health and safety guidelines. -Ability to provide leadership in times of crisis. -Ability to implement the Department and Bureau’s mission. -Strong organizational skills. -Strong verbal communication skills. -3-years supervisory experience in waterfront and pool supervision. -Possession of a current and valid Certified Pool Operator certification. -Certified trainer forLifeguard Certification and Recertification, Swim Instructor (WSI) Certification, and First Aid, CPR and AED -Knowledge of pool physical plant infrastructure. -Certified in First Aid, CPR and AED. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience. II. An Associate’s degree in a related field may be substituted for one (1) year of the required experience. III. A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience. IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience. V.
