The Regional Property Supervisor is responsible for the day-to-day operations of their assigned portfolio and ensures compliance with property management standards, regulatory agreements, and fair housing laws. Works collaboratively with the maintenance department and the resident services programs department overseeing the conservation of the physical asset. The incumbent provides direct supervision and guidance to the onsite managers. Works closely with onsite staff, discussing issues and solutions relating to maintenance, resident relations, and service coordination, when applicable. Maintains a working knowledge of all fair housing laws, organizational policies, and affordable housing programs and ensures consistency in upholding department standards. Always maintain confidentiality as it relates to sensitive information, data, files, projects, and employee issues.
Essential Job Duties:
- Conducts regular onsite assessments of the communities to ensure they meet the property management standards established by the management team and regulatory agencies, and evaluates the effectiveness and efficiency of the onsite managers.
- Ensures onsite staff complies with safety policies and immediately addresses risk management concerns.
- Provides financial oversight of their portfolio to include: budget preparation, monitoring budget and expenses. Oversees the collection of rents and ensures timely turnover of vacancies.
- Evaluates staff performance continually, promptly addressing any performance problems.
- Responsible for training and development of onsite staff, ensuring property management team adheres to company policies and procedures.
- Respond to resident grievances in accordance to company policies and provide recommendations to the leadership team. Ensures onsite staff provides the highest level of customer service.
- Ensures the organization’s timekeeping policies are adhered to, reviews timecards and approves payroll on time.
- Conducts Regional Property Supervisor audits and produces summary reports. Implements corrective actions when needed.
- Participates in ownership meetings and produces monthly meeting reports; ensures there is timely follow-up on pending items or requests.
- Works collaboratively with the supervisory team to coordinate emergency drills for their portfolio.
- Monitor the implementation and execution of unit inspections, annual recertifications, waiting list updates, and other regular tasks, as required by company policies.
- Keeps Vice President of Property Management advised of significant operational issues.
- Participates in industry-related associations and networking groups.
- Other duties as assigned, based on operational needs.
- Participates in governmental inspections such as REAC, MOR, TCAC Audits, and other regulatory inspections, when necessary.
Experience and Education:
- BA/BS in Business Administration preferred or 4+ years of experience in subsidized property management with supervision.
- Exceptional understanding of HUD Handbook 4350.3, Low-Income Housing Tax Credit program requirements, and 504 Fair Housing Laws, a plus.
- Ability to be a team player, people-oriented, and have a high level of initiative and commitment to effecting positive change within affordable housing for the elderly and disabled.
- Investigatory skills are essential when identifying problematic situations that do not meet company standards.
- Must demonstrate the ability to handle multiple tasks/projects, set priorities, and be a problem solver.
- Flexibility to be able to work evenings or weekends, as needed.
- Must have great initiative and ability to follow through on all tasks.
- Must have a valid California Driver’s License, proof of current vehicle insurance, and a driving record that meets TELACU Residential Management and TELACU Property Management insurer’s criteria.
- Preferred bilingual and fluent in English and Spanish written and oral.
Computer Software and Skills:
- Must have foundational computer skills including Microsoft Office Suite (Outlook email, Word, Excel PowerPoint, and calendaring) and the Internet.
- RealPage Onesite experience is preferred.

Travel:
- Occasional local travel
Must have a valid California Driver’s License, proof of current vehicle insurance, and a driving record that meets TELACU Industries insurer’s criteria; must be able to use own vehicle in the course of work.
COVID-19 Vaccination:
Must be fully COVID-19 vaccinated by the first day of work. A copy of the CDC COVID-19 Vaccination Record Card must be submitted to Human Resources.
Physical Requirements:
Constantly (6-8+ hours per day) – Sitting, using hands to finger, handle or feel (computer operation)
Occasionally (Up to 3 hours per day) – Standing, Walking, Stooping/Bending, reaching with hands and arms, Lifting of up to 20 lbs
Work Environment & Exposures:
Position may require occasional exposure to fumes or airborne particles, vibration, and loud noise levels. Will be exposed to varying weather conditions, soil, pollen, grass and plant materials, and fertilizer while working; will be exposed to cleaning solutions of home strength; may be exposed to industrial strength solutions for pest control, paints, or solvents. Hazards: Occasionally exposed to biohazards such as blood-borne pathogens, sewage, and building waste.
