About the Job
The Transition Management Regional Transition Manager. will be responsible for overseeing a team of lease-up and compliance specialists undertaking lease-up efforts at properties within a regional portfolio. This team will work alongside a newly hired site team to lease up new properties. In their role overseeing this lease-up team, the TMRPM will be an effective project manager and team leader and will be responsible for managing both the personnel and the process.
The Regional Transition Manager will demonstrate a consistently transparent and open communication style which will generate trust and collaborative working. The TMRPM will work independently with minimal touch points and recognize when to delegate and when to retain accountability for tasks.
The Regional Transition Manager will ensure their assigned apartment developments meet all financial goals as identified in their respective annual budgets. The RPM will relentlessly pursue full occupancy / collection of rent and optimize rental income following program requirements / market conditions / underwritten rent levels thus being a responsible steward for the success of each property.
The Regional Transition Manager will also ensure that all compliance covenants and supportive service requirements are consistently met and that all maintenance tasks are managed professionally, while maintaining a safe work environment at these same developments. The RPM will ensure the integrity of all financial and operations data /systems principally hosted in Yardi and the Pennrose HUB.
The Regional Transition Manager will ensure that the lease-up team members under their direction will provide excellent customer service to residents. The TMRPM will demonstrate this same high level of customer service to all particularly with Pennrose’s staff and many housing partners.
As the Regional Transition Manager, this role will demonstrate professional leadership and will support the development and training of those supervised, and will diligently pursue their own professional development by fully utilizing the Pennrose Academy and professional education available within the apartment industry.
The Regional Transition Managerwill report to the Vice President of Transition Management.

Responsibilities:- Effectively lead a team of leasing and compliance specialists in a coordinated leasing effort, beginning with pre-lease up activities through 100% occupancy
- Manage efficient lease-up schedule to meet tax credit delivery deadlines and deliver a fully occupied building within required timeline to avoid negative tax credit timing adjusters
- Interface with stabilized operations Regional Property Manager (“RPM”) to coordinate workload between stabilized site team and lease up team
- Lead weekly lease up calls with marketing, supportive services, development, stabilized operations and transition management staff to ensure all required lease-up activities are proceeding according to schedule
- Utilize a provided checklist to project manage the lease-up process and ensure that team members from various departments are on schedule with required deliverables
- Manage lease-up budget to ensure that lease-up specific costs do not exceed budgeted amounts, adhering to budget constraints and making necessary adjustments to ensure budget compliance
- Coordinate with external partners, housing authorities, and municipalities involved in projects with professionalism
- Consistently market the properties to high standards, optimizing curb appeal and successfully converting applicant traffic / waitlists to successful residency while meeting all Fair Housing requirements
- Understand all aspects of the affordable housing / market rate program features of the assigned properties – optimize the financial and operational performance of the property within this construct by teaching staff about these programs and holding them accountable to them
- Proactively manage housing partner subsidy programs /relationships particularly as it relates to rental housing subsidies
- Collaborate with Regional Maintenance Manager to ensure that all maintenance set-up is complete on site based on Pennrose standards
- Teach staff about customer service, professionalism, safe work practices, effective property inspections, vendor management and the optimum use of technology / Maintenance IQ/Yardi and Fair Housing, and the Pennrose Risk Management initiatives
- Serve as a role model, mentor, coach and trusted resource to field staff and residents
- Support the Pennrose Academy efforts to heighten the technical expertise of staff
- High School Diploma required / College degree preferred / CPM a plus
- Seven years of increasing property management responsibility to include all aspects of a multi-site operation.
- Knowledge of both affordable housing and market rate housing
- Technology literacy and solid understanding of operating software
- Industry training credentials which authenticate understanding of rental housing programs
- Requires a valid driver’s license, an insured vehicle, and the ability to travel (between properties)
