Responsibilities Summary: The primary purpose of this position is to supervise and coordinate specialized developmental care for children in the Part Day Enrichment and 6 week to 5 year programs in the Child Development Center(s). Duties: Designs and implements developmentally appropriate early childhood programs for children of ages 6 weeks to 5 years in order to stimulate and sustain the interest of the children and to contribute to their social, emotional, intellectual and physical development. Conducts orientation for the parents regarding the programs. Prepares and implements specialized programs for children with special needs, i.e., physical handicaps, learning disabilities, gifted children or children with disciplinary problems. Supervises program assistants, lead program assistants and technicians and provides training and instruction to subordinates. Plans and executes work schedules for Child Development Center employees to include caregivers, desk clerks and kitchen staff. Prepares and submits reports in a timely and accurate manner including, but not limited to: curriculum plans, weekly enrollment and attendance, staff/child ratios, child assessment, semi-annual report data, self-assessment tool, parent surveys and other miscellaneous reports as required. Serves as alternate equipment custodian and as alternate International Merchant Purchase Authorization Card (IMPAC) buyer. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, GS-1702, Education and Training Technician Series. SPECIALIZED EXPERIENCE FOR CURRENT FEDERAL EMPLOYEES: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of early childhood development and education including, but not limited to, procedures and regulations outlined by the Air Force and NAEYC Certification and Accreditation guidelines; knowledge of an extensive body of rules, procedures or operations requiring extended training and experience to perform a wide variety of interrelated or nonstandard procedural assignments and resolve a wide range of problems in child development. SPECIALIZED EXPERIENCE FOR EXTERNAL APPLICANTS: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Child Development policies, regulations, procedures and process. Knowledge of early childhood education or related field to promote and foster effective working relationships with children. Ability to develop creative and innovative activity plans and special programs plans. Ability to communicate effectively orally and in writing. Ability to gather, maintain, and compile pertinent data. Ability to adjust work operations to meet emergency, changing program or production requirements within available resources and with minimum sacrifice of quantity or quality of work Ability to establish program objectives or performance goals of subordinates and assess progress toward their achievement. Ability to maintain good working relations. Ability to provide guidance to other employees Ability to interpret, implement, and follow regulations pertinent to supervising subordinates. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
